Rural routes in Jasper, Barton and Lawrence counties scheduled for resurfacing

(From MoDOT)

Various Rural Routes in Barton, Jasper & Lawrence Counties Scheduled for Resurfacing

Drivers can expect lane closures and occasional traffic delays on various routes in Barton, Jasper and Lawrence counties for a resurfacing project beginning the week of August 5, the Missouri Department of Transportation said.

This project is part of Gov. Parson’s Rural Routes program. The state’s approved Fiscal Year 2023 budget provided an additional $100 million in General Revenue for work on Missouri’s low volume rural roads.

Using asset management data, MoDOT has identified approximately 1,700 lane miles of low volume roads ranked in Poor Condition. By the end of the program, these 113 locations will receive resurfacing treatments of hot mix asphalt to improve the road conditions.

This is the work being done on this project:

Barton County – I-49 Outer Road from U.S. Route 160 in Lamar north to Route EE
Jasper County – Route K in Jasper from I-49 east to Missouri Route 37
Lawrence County – Route U from Missouri Route 96 south to Route F in La Russell
Lawrence County – Route U from Route F in La Russell west to I-44
Barton & Jasper County – Route T from Missouri Route 126 west of Golden City south to Jasper County Route N east of Carytown

Contractor crews will add an overlay of new asphalt and permanent striping to the above routes.

Traffic impacts

Traffic reduced to one lane where contractor crews are laying asphalt

Drivers will encounter flaggers and pilot cars where crews are working. Drivers should wait for the pilot vehicle before proceeding through the work zone or before entering the work zone from a side road.

Work will be done during daytime hours; all lanes open to traffic at night

No signed detour

Drivers should find alternate routes

Signs and message boards will alert drivers approaching the work zones

Check MoDOT’s Traveler Information Map for road closings/traffic impacts

Drivers are urged to use caution as they may experience a rough ride in areas until the resurfacing project is complete.

Parsons Police Department makes arrest in alcohol-related shooting incident

(From the Parsons Police Department)

Parsons police received a report of a possible shooting at 2:01 am at Prairie West Apartments in the 3600 block of Chess in Parsons.

As officers responded to that address, Officer Tyler White observed a suspicious vehicle speeding toward Labette Health. He followed the vehicle which pulled up to the ER and met Best who was the driver. Best uttered that he had accidentally shot the victim, who was rushed into the ER for treatment. The ER Victim and the shooting report on Chess were the same incident.

"Officers retrieved a 9mm handgun and other evidence. Based on the evidence and interviews along with witnesses, it appears that Best may have accidentally discharged a pistol at Prairie West apartments and the victim who was nearby Best was struck by the bullet," according to Patrol Lieutenant Kyle Wiford. "Officers confronted a crime scene at two locations, stabilized a chaotic situation and pieced together the steps of the incident with our on-call Detective."

Officers determined that Best and a friend who is a 24-year-old male, Columbus, KS resident, were at Best's residence. Both Best and the victim know each other and were together earlier in the night.

Under Kansas law a serious injury caused by the reckless discharge of a firearm is classified as an Aggravated Assault, which is a felony. Officers found evidence that Best had also been drinking. A second charge of Possession of a Firearm While Intoxicated was also added (a misdemeanor).

Kenyon L. Best aged 26 of Parsons was arrested by Officers at Labette Health after he had driven a shooting victim to the Emergency Room. He was transported to the Parsons Police Lock-Up facility for booking on the two charges.

The Victim was immediately treated at the Labette Health Emergency Room. He was then life flighted to Freeman Hospital and was last known to be in critical but stable status.

"This appears to be an isolated accidental shooting at the present time," said Detective Lt Sherri McGuire. "This is an unfortunate and serious incident that leaves a victim in the hospital and a suspect in jail. Alcohol or other substances that can impair judgement should never be mixed with firearms."
This continues to be an on-going investigation and citizens are encouraged to "See It, Hear It, Report It." All suspects are presumed innocent until proven guilty in a court of law. If anyone has any further information on this incident or any other criminal activity, please contact the Parsons Police Department at 421-7060 or call the Tip Line at 421-7057 or email at tips@parsonspd.com.

MoDOT schedules public meetings to discuss highway priorities

(From MoDOT)

The Missouri Department of Transportation is inviting the public to join the discussion on priority unfunded transportation needs in their areas.

Missouri’s transportation system is a tremendous asset, including 33,811 miles of roads and 10,392 bridges and culverts, making it one of the largest of any state in the nation. MoDOT, working with its regional planning partners, has outlined a draft High Priority Unfunded Needs listing, which identifies $1.1 billion in annual unfunded transportation needs for the system. The list was created to guide the development of needs into funded projects as state and federal transportation funds become available in future years.

The public is invited to review the list and provide feedback on the order of priorities that could be funded in the future. Two meetings to discuss the draft updated High Priority Unfunded Needs list for transportation in Southwest Missouri will be held in the region:

July 31, 2024, from 10 am to 12 Noon at the Joplin Public Safety Training Facility
Swede Lane 5102, Webb City, MO 64870

August 14, 2024, from 10:30 am to 12:30 pm at The Library Center
4653 South Campbell Avenue, Springfield, MO 65810

The presentation materials and a comment form are also available online at: https://www.modot.org/high-priority-unfunded-needs-public-meetings.

MoDOT staff have worked with metropolitan planning organizations and regional planning commissions throughout the state to develop a list of high priority unfunded road and bridge needs. The draft lists include $4.4 billion in road and bridge needs in three tiers. Tier one includes $477 million and includes needs that could be accomplished in the time of the current five-year Statewide Transportation Improvement Program (STIP) as federal and state funding levels increase.

These needs have good estimates. Tier two is worth $1.92 billion and includes needs beyond the current STIP timeframe with broader estimates. Tier three includes $1.96 billion of needs also beyond the current STIP timeframe with broader estimates. In addition, MoDOT staff worked with planning partners to identify $1 billion in multimodal needs.

The draft document and comment forms will be available online through Friday, Aug. 23, 2024, at https://www.modot.org/unfundedneeds. For more information, call MoDOT at 888-ASK-MODOT (275-6636) or visit www.modot.org. To receive the latest statewide news and text alerts, signup for e-updates.
