DISCUSSION...

 Isolated thunderstorms will impact extreme southeastern Kansas
 and far southwestern Missouri this evening before diminishing.
 Severe weather is not expected this evening.

 Additional thunderstorms may develop late tonight and move into
 portions of central Missouri toward Thursday morning. There will
 be a limited risk for hail up to the size of quarters and
 damaging wind gusts to 60 mph if this activity develops.

 Otherwise frequent lightning and brief heavy rainfall could
 accompany any of these storms.

.DAYS TWO THROUGH SEVEN...Thursday through Tuesday.

  Thunderstorms may persist into Thursday morning across the
  central and eastern Missouri Ozarks with a limited severe
  weather risk. Additional thunderstorms may then develop
  in the afternoon across portions of the Missouri Ozarks.

  More thunderstorms are then expected from later Friday into
  Saturday night or early Sunday as a storm system moves
  across the region.

  Chances for thunderstorms then look low for most of the
  outlook area for early next week.

Summer Reading Kickoff Open House set at Webb City Public Library

Police searching for driver of vehicle that struck, killed Joplin man

(From the Joplin Police Department)

On May 6th at 1:00 a.m. an adult male was struck by a vehicle in the 1800 block of west 7th Street. Ronnie Jenkins (50) of Joplin was walking with a friend when he stepped into the outside east bound lane of traffic. An eastbound vehicle struck Jenkins causing serious injuries. The vehicle left the scene east on 7th Street and north on Maiden Lane.

Ronnie Jenkins died at a local hospital on May 28, 2017. An autopsy confirmed Jenkins died as a result of injuries sustained in the crash.

The police department is seeking the public’s assistance in locating the vehicle that struck Jenkins. Biased on witness statements and video obtained, the suspect vehicle appears to be a red Jeep wrangler with a black top (possibly a soft top). It has a slight lift or slightly larger tires and the wheels have some chrome on them.

Highway Patrol Troop D reports 55 crashes, 16 DWI arrests over Memorial Day holiday period

Captain Juan Villanueva, commanding officer, Troop D, Springfield, announces the following preliminary traffic and boating totals for the 2017 Memorial Day holiday period.

Troop D troopers participated in Operation C.A.R.E. (Crash Awareness & Reduction Effort) from Friday, May 26, 2017, through Monday, May 29, 2017, meaning every available officer was on the road enforcing traffic laws and assisting motorists. Troop D reported zero traffic fatalities, but investigated 55 traffic crashes that included 27 injuries. Troopers made 16 DWI arrests and 11 drug arrests.

The only 100 percent survivable traffic crash is the one that never happens. Make sure everyone in the vehicle is properly restrained in a seat belt or child restraint. Every day as we travel on Missouri's roadways, we trust that every driver on the road is going to obey the speed limit, pay attention, and drive sober. "Don't Violate The Trust."

There were zero boating fatalities over the 2017 Memorial Day weekend in Troop D. Troopers assigned to area waterways within the Troop D region investigated one boat crash resulting in one injury. Troopers arrested five people for boating while intoxicated and made four drug arrests.

Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!

Shakespeare Festival at MSSU to present "Complete Works of William Shakespeare (abridged)"

The annual Missouri Shakespeare Festival will cover plenty of ground as it presents “The Complete Works of William Shakespeare (abridged)” at 7:30 p.m. Wednesday, June 21, through Saturday, June 24, in the Bud Walton Theatre at Missouri Southern State University.

The production is a comic take on the Bard that zips through 37 plays in 97 minutes, says Dr. Jim Lile, theater professor and coordinator of the festival.

“We’re delighted to have the opportunity to bring something a bit different to our patrons this summer,” said Lile. “‘The Complete Works’ is a brilliant, zany, way over-the-top roller coaster of Shakespeare’s plays presented by a trio terrifically talented performers.”

Directed by Matt Campbell, the production stars Stephanie Easterday, Taylor Shepard and Devri Chism. Tickets are $10.

“That Shakespeare Thing!” – a fundraiser for the festival – will be held at 7:30 p.m. Friday, June 16, in the North End Zone Facility. The evening will feature dessert, wine and familiar faces trying their hands at performing the Bard’s works. Admission is $25, and there will be a silent auction featuring Shakespeare-inspired pieces by local artists. The event was rescheduled from last month due to inclement weather.

  An area of showers and isolated thunderstorms continue to track
  south across portions of southeastern Kansas and southwestern
  Missouri late this morning. This activity is weakening and no
  severe weather is expected. Occasional cloud to ground lightning
  strikes will occur with the storms before the completely
  diminishing around midday.

  Additional scattered thunderstorms will then develop this
  afternoon into this evening, especially north of the U.S. 60
  corridor. Some of these storms may become severe, with hail up
  to the size of ping pong balls, damaging wind gusts to 60 mph,
  and frequent lightning being the primary potential hazards. The
  greatest risk for severe storms will be west of U.S. 65 and
  north of U.S. 60.

  A complex of thunderstorms is then expected to develop late
  tonight and shift into portions of central Missouri. There
  is a limited risk for hail up to the size of quarters and
  damaging wind gusts to 60 mph as these storms shift
  southeast across central Missouri. Frequent lightning and

Missouri Gas Energy rate increases take effect June 1

(From the Missouri Public Service Commission)

To reflect estimated changes in the wholesale cost of natural gas, Missouri Gas Energy (MGE) customers will see natural gas rates change under a filing that takes effect on June 1, 2017. MGE is an operating unit of the Laclede Gas Company.

MGE residential customers currently pay approximately $0.49 per Ccf (per hundred cubic feet) of natural gas. Under this filing, the rate will increase to approximately $0.57 per Ccf, an increase of approximately $0.08 per Ccf.

MGE stated in its filing that compared to last November, this change will increase the average monthly natural gas bill of a typical residential customer through October 2017 by about $1.28 a month.

Approximately 55% to 60% of a customer’s current natural gas bill reflects the cost of natural gas from wholesale suppliers. The wholesale cost of natural gas (the cost your local natural gas company must pay to its suppliers for natural gas) is not regulated by the Missouri Public Service Commission. The wellhead cost of natural gas is unregulated and is primarily driven by supply, demand and the weather. The Missouri Public Service Commission does conduct an annual regulatory review to ensure that regulated natural gas companies make prudent decisions in securing natural gas supplies for their customers.

MGE serves approximately 507,700 natural gas customers in the Missouri counties of Andrew, Barry, Barton, Bates, Buchanan, Carroll, Cass, Cedar, Christian, Clay, Clinton, Dade, DeKalb, Greene, Henry, Howard, Jackson, Jasper, Johnson, Lafayette, Lawrence, McDonald, Moniteau, Pettis, Platte, Ray, Saline, Stone and Vernon.

Noel man injured swerving to miss dog

A Noel man was injured in a one-vehicle accident 8:30 a.m. today on MO 90, one mile south of Noel.

According to the Highway Patrol report, a 2004 Pontiac Grand Prix driven by Joshua S. Elphick, 38, Noel, swerved to miss a dog, ran off the right side of the road and overturned down a steep embankment.

Elphick sought his own treatment for minor injuries.

Eagle Family Foods to shut down Seneca facility, 56 to lose jobs

"Eagle Family Foods Group LLC (Eagle Foods) announced today the company will close its Seneca production facility by June 2018 as part of a consolidation of manufacturing operations for its milk products business. 

 Eagle Foods' decision resulted from the company's comprehensive review of its supply chain and manufacturing operations and reflects a sustained increase of competitive pressures in the milk product category. The company will consolidate all milk production to its El Paso, Texas facility. 

"Any decision that results in the closing of a facility and the elimination of positions is extremely difficult," said Paul Wagstaff, president and chief executive officer of Eagle Foods. 

"We took great care to consider all alternatives, but this consolidation is necessary to ensure the long-term health and competitiveness of our milk business." 

 The Eagle Foods facility in Seneca produces condensed and evaporated milk and employs 56 wage and salaried employees. 

The company will work with local organizations and officials, including the Central Equity Milk Cooperative, to make the closing of the facility as smooth as possible for the community. There are no immediate changes to operations at the Seneca plant and the company will provide additional information about the timing and sequence of the close as it becomes available. 

 "We are deeply appreciative of the dedication and hard work of our Seneca employees and are committed to treating them fairly during this transition including providing severance packages," Wagstaff said. "We also want to thank the entire Seneca community for its support throughout the history of the facility." 

 The company has not made any decisions regarding the final disposition of the property, but is exploring various options and will make further announcements as appropriate."

I-49 resurfacing project in McDonald County to begin June 5

McDonald County – Drivers can expect lane closings and traffic delays on I-49 in McDonald County when a resurfacing project is scheduled to begin the week of June 5, the Missouri Department of Transportation said.

Contractor crews will resurface driving lanes and shoulders, install rumble stripes along the driving lanes and upgrade guardrail on I-49 between Missouri Route 59 near Goodman and a point south of Missouri Route 76 in Anderson. An additional section of the southbound lanes between the Elk River and the exit for Route H is also included in the project.

Drivers can expect lane closings, a reduced speed limit of 60 mph in the work zone and delays during the project.

Contractor crews will work during daytime hours, Monday through Friday.

Weather and/or construction delays could alter the work schedule.

California trucker injured in accident on I-44

A California man was injured in a one-vehicle accident 3:40 p.m. Monday on eastbound I-44 at the 22.8 mile marker in Jasper County.

According to the Highway Patrol report, a Freightliner Cascadia 125 driven by Minh K. Hua, 48, San Diego, California, traveled off the right side of the roadway, struck several signs, overcorrected, began skidding, rolled over on its side and struck the median cable.

Hua sought his own medical attention for minor injuries.

Joplin woman injured crashing into tree

A Joplin woman was injured in a one-vehicle accident 6:35 p.m. Saturday on MO 86, one mile south of Joplin.

According to the Highway Patrol report, a 2002 Toyota Sequoia driven by Brianna J. Blaylock, 24, Joplin, ran off the left side of the roadway and struck a tree.

Blaylock was treated for minor injuries at Freeman West Hospital, Joplin.

The top 10 posts for the Turner Report this week are a mixed bag of all kinds of different stories topped by assault charges filed against a Neosho man.

The most unusual posts this week came in at numbers six and seven.

Number six was a post from June 2011 as I noted a few Turner Report posts from six years ago to observe the sixth anniversary of the Joplin Tornado. The post featured my coverage of the funeral of Joplin High School graduate Will Norton, one of the 161 tornado victims.

At number seven was the transcript and video of the only comments on record by President Donald Trump about the Joplin Tornado, though he never mentions Joplin.

The top Inside Joplin post was originally published under a different headline based on the name of one of those who was arrested in Barton County and the charge against him. The charge is still listed in the report, but I removed the photo and changed the headline after I received a call from a law enforcement official telling me that the man I had been writing about had died.

Grand opening ceremonies for new Joplin Public Library set for Saturday, June 3

Everyone is invited to enjoy a day of fun and excitement on Saturday, June 3 as they explore Joplin’s NEW Public Library during its Grand Opening. A Ribbon Cutting on the north side of the building will kick off the event at 9:30 a.m., and then the doors will open for everyone to come inside for a short program in the Community Room before touring the building. The new Library is located at 1901 East 20th Street.

During this event, the public can enjoy several activities focusing on the Library’s unique elements. Participants can return the sheets for a chance to win an Amazon Fire tablet. There will also be a drawing for several to win an out of district library card. Winners can use the card or they can gift it to someone of their choosing. Patrons do not need to be present to win.

As the public visits the different areas of the Library, they will notice many new features in the facility. Multiple meeting spaces offer flexibility to accommodate both small and large groups, and an “un-conference room” houses lounge furniture for less formal meetings and collaboration.

Several adaptable creation spaces, also known as “Maker Spaces” can be found in the new Library. These rooms may include tools and support services to complete booklet and brochure publishing, video production and/or editing, audio recording or editing, 3d printing and scanning, as well as other creative projects.

Library staff will be stationed throughout the facility to talk with the public about services and resources available in the various areas. Self-check kiosks, a family computer room, outdoor courtyards and patio space, along with an enhanced vending area help create a user-friendly and comfortable facility for all ages.

“We wanted to provide amenities and conveniences while still focusing on the customer service, resources and a vast collection of books, periodicals, music, DVDs and other items that our patrons have enjoyed throughout the years,” said Library Director Jacque Gage. “Not only will the Library solve ADA accessibility issues, but it also provides much needed technology upgrades with maker spaces, new computer lab and a video wall that gives us multiple options in using this feature.”

The event’s program will welcome local officials to the podium, as well as Angela Martinez, Regional Director of the Denver, Colorado’s Economic Development Administration (EDA) office. The Library is a partnership with the EDA, which awarded the City a $20 million grant to assist in the redevelopment of the 20th Street area following the 2011 disaster. This stimulation project includes site infrastructure repairs and improvements, as well as the new Library facility.

Barbara Reading, Missouri State Librarian, will also attend and speak during the program. Reading has been with the Missouri State Library since 1993, serving as the youth services consultant, and the Director of Library Development. In 2013, she assumed the role of State Librarian. Reading recognizes the significant contributions a library provides to its community and is looking forward to joining the Joplin community for the opening.

Jill Sullivan, Director of the Post Art Library, is also on the program to introduce a new look and focus of the Post Art Library (PAL). Located in the northeast corner, PAL’s Reading Room is warm and inviting with a fireplace and large picture windows. With the move, PAL will have more space to feature arts-related programs, resources, displays, and services including assistance with creation in the makerspace.

“We are getting very close to opening the doors of this beautiful building that offers incredible amenities for our patrons,” said Gage. “Our staff is very excited and we can’t wait to introduce the facility to the public. This library is a community resource and we invite the everyone into our new building, the library of the 21st century.”

  Significant Thunderstorm wind damage risk.
  Significant Lightning risk.

DISCUSSION...

  Strong to severe storms will develop and impact the Ozarks this
  afternoon into tonight as very strong instability and wind
  shear develop ahead of a cold front.

  A line of thunderstorms producing widespread damaging wind
  gusts appears increasingly likely. Gusts over 75 mph will be
  possible. Tornadoes will also be possible with any portions of
  the line which bow towards the east. If this line of storms
  materializes, there will be the potential for power outages.

  There will also be the potential for some supercell
  thunderstorms, especially this afternoon and early this
  evening as storms initially begin to develop. If these
  supercells do form, hail up to the size of baseballs, damaging
  winds, and tornadoes will all be possible.

  Along with the risk for severe thunderstorms, frequent
  lightning and locally heavy rainfall can be expected. Localized
  flooding of low water crossings will be possible where the
  heavier rainfall occurs.

  Those with outdoor plans this afternoon and tonight are urged
  to pay close attention to the weather and have a plan in place
  to move to a sturdy shelter when severe weather threatens.

.DAYS TWO THROUGH SEVEN...Sunday through Friday.

  A few lingering strong to severe storms will impact portions of
  south central Missouri Sunday morning before the system moves
  completely through the region. Large hail and damaging winds
  will be the primary concern.

  The next chance of storms comes towards the end of next week.

  Spotter activation will be needed this afternoon and tonight
  for most of the Missouri Ozarks and southeastern Kansas.

Lamar man injured in crash in Bolivar

A Lamar man was injured in a two-vehicle accident 4:48 p.m. Friday on MO 83 at Aldridge Avenue in Bolivar.

According to the Highway Patrol report, a 2012 Chevrolet Sonic driven by Donald E. Burnett, 53, Lamar, struck a 2007 Nissan Xterra in the rear.

Burnett sought his own treatment for minor injuries.

Neosho woman injured in accident on I-49

A Neosho woman was injured in a one-vehicle accident 5:10 p.m. Friday on I-49, five miles south of Joplin.

According to the Highway Patrol report, a 2005 Dodge Stratus driven by Jessica N. Wood, 29, Neosho, traveled off the left side of the road and into the median.

Wood was treated for minor injuries at Freeman Neosho.

Seneca man injured in one-vehicle accident

A Seneca man was injured in a one-vehicle accident 6:34 p.m. Friday on Route B, seven miles south of Seneca.

According to the Highway Patrol report, a 1997 Ford Ranger driven by Cory W. Duncan, 29, Seneca, traveled off the right side of the roadway and overtutned.

Duncan was treated for moderate injuries at Freeman West Hospital, Joplin.

  A weak boundary across southern Missouri will be the focus area
  for scattered thunderstorms to possibly develop late evening
  into the overnight. There is uncertainty on this development
  due to an elevated cap in the atmosphere. Coverage should be
  isolated to widely scattered in nature with the primary threat
  being large hail up to the size of half dollars possible. There
  may be an isolated damaging wind gust up to 60 mph possible
 overnight as well.

.DAYS TWO THROUGH SEVEN...Saturday through Thursday.

  Overall...the best chance for strong to severe storms will
  occur from Saturday afternoon into Saturday night as the cap
  weakens and very strong instability develops ahead of a cold
  front which will move through Saturday night.

  The main risks will be large hail up to the size of baseballs
  and damaging wind in excess of 70 mph. The possibility exists
  for a tornado or two as well.

  With the risk of severe thunderstorms...frequent lightning and

Seneca motorcyclist injured in accident near Racine

A Seneca man was injured in a one-vehicle accident 11:20 a.m. today on Route K, two miles west of Racine.

According to the Highway Patrol report, a 2010 Harley Davidson motorcycle driven by Robert J. Thiel, 40, Seneca, ran off the right side of the road to avoid an oncoming vehicle.

Thiel was treated for minor injuries at Mercy Hospital, Joplin.

Moving violation checkpoint to be held in Jasper County, DWI saturation in McDonald County

Captain Juan Villanueva, commanding officer, Troop D, Springfield, announces that sometime during the month of June 2017, Troop D will conduct DWI saturations in McDonald, Stone, and Taney counties. The areas selected for enforcement are based on a high number of drinking-related crashes, high number of contacts with drivers who have been drinking, and officers’ input as to probable contact with DWI violators. The sobering fact is that impaired driving contributes to more than 23 percent of all Missouri fatal traffic crashes (preliminary 2016 statistics). That’s why the Missouri State Highway Patrol will be cracking down on impaired driving throughout the month of June.

Additionally, the Patrol will be conducting hazardous moving violation saturations in Christian, Greene, and Jasper counties. The primary goal of these projects is to positively impact traffic problems by reducing crashes. The objectives are to heighten the awareness of the risks associated with impaired driving and increase compliance of the speed limit and seat belt laws.

“The Missouri State Highway Patrol is committed to removing unsafe drivers from our highways,” said Captain Villanueva. “Saturations are part of the Patrol’s strategy to make Missouri’s roadways safer.”

The only 100 percent survivable traffic crash is the one that never happens. Make sure everyone in the vehicle is properly restrained in a seat belt or child restraint. Pet food company to build 112,000 square foot facility in Joplin. add 46 jobs

Today, Missouri Gov. Eric Greitens announced that major pet food company Blue Buffalo plans to expand upon its Heartland Pet Food manufacturing campus in Joplin by constructing a 112,000 sq. ft. building to accommodate continued expansion. The company’s new facility and expansion is expected to result in the creation of 46 new jobs for the community of Joplin.

“I spoke with Bill Bishop, Chairman and founder of Blue Buffalo, about their plans to construct a new building and increase the size of its campus in Joplin. They will bring in a new pet food line and create 46 new jobs in the community. It was great to talk to them about Missouri’s new direction and they look forward to working with us to grow the state’s economy and create more quality jobs. Thank you, Blue Buffalo,” said Gov. Greitens.

In 2012, Blue Buffalo broke ground on its 416,000 sq. ft. Heartland Pet Foods facility in Joplin, which became the company’s first manufacturing plant in the country. Blue Buffalo has pledged to create more than 160 full-time jobs at the plant. After just a few years of operating in its facility, the company will now expand Heartland’s footprint to accommodate additional manufacturing equipment for a new pet food line and for its growing workforce. The new building is expected to be completed by the beginning of 2018. Blue Buffalo points to Missouri’s strong workforce, central location and robust transportation system for its decision to expand in the Show-Me State.

“Blue Buffalo’s expansion of our state of the art manufacturing facility in Joplin reflects our ongoing commitment to the people, the city and the state of Missouri. With this expansion we will be further increasing our internal production capacity.  During his tenure, we have relied on Paul’s disciplined, balanced, and strategic financial leadership to skillfully guide the district through a multitude of changes and challenges. Paul’s attention to detail and commitment to the students, staff, and patrons of the district has resulted in Joplin Schools’ sound financial health for more that two decades.

Paul plans to spend immediate retirement time with family, but will stay professionally active in the future as well.

New Joplin Public Library to open May 30, book drop already available

Patrons wanting to return items to the Joplin Public Library should go to the new Joplin Public Library at 1901 East 20th Street and use the newly opened drive through book drop. The book drop at the Library’s former Main Street location is now officially closed. Signage at the Main Street facility redirects patrons to the new location to return items.

Citizens should deposit all materials via the drive through book drop located on the north side of the facility on 20th Street. Patrons using the drive through will place their items in the book drop from the driver’s side of the vehicle. Please use caution while driving on the Library property, as it still a work zone with frequent deliveries and truck traffic.

Since Sunday, May 14, Library staff have been moving the contents of the 300 South Main facility to its new building. There are 120,000 items in the collection that will be moved. This includes books, periodicals, and audio-visual items for patrons’ use, along with the massive amount of reference materials, operational equipment, computers and office furniture.

The Library located on Main Street closed on Sunday, May 14. This public resource will reopen at its new location on Tuesday, May 30. A Grand Opening event is set for 9:30 a.m. on Saturday, June 3. Everyone is invited to attend this event.

Galena man injured in accident on I-49

A Galena, Kansas man was injured in a two-vehicle accident 7:38 p.m. Wednesday on I-49, four miles north of Neosho.

According to the Highway Patrol report, Carroll J. Flowers, 43, Galena, driving a 2004 Lexus Es 300, lost control, overcorrected and struck a 2017 Freightliner driven by Anthony L. Seymore, 57, California, MO.

Flowers was treated for moderate injuries at Mercy Hospital, Joplin.


Carthage, Jasper teens injured in one-vehicle crash

Four teens were injured in a one-vehicle accident 8:05 p.m. Wednesday on County Road 160, five miles west of Jasper.

According to the Highway Patrol report, a 2000 Chevrolet 1500 pickup driven by Mason R. Hatfield, 16, Jasper, ran off the left side of the roadway and overturned.

Hatfield refused treatment at the scene for minor injuries. Three passengers, Tearen C. Danner, 17, Jasper, Whitney M. Ragland, 16, Jasper, and Leeah D. Walker, 16, Carthage, were treated for minor injuries at Barton County Memorial Hospital, Lamar.

Joplin, MO – The Dean’s List has been released for the Spring 2017 semester at Missouri Southern State University.

The list recognizes full-time student from Missouri Southern who earned a grade point average of 3.75 or above on a 4.0 scale. The students qualified for the honor by earning the required GPA while enrolled in 12 or more hours of credit courses.

Joplin city offices to close Memorial Day, trash service moved back a day

In recognition of the Memorial Day holiday, the City of Joplin offices will be closed on Monday, May 29. This closing includes the Joplin Recycling Center, MAPS and the Sunshine Lamp Trolley services. All City services will resume their regularly scheduled hours on Tuesday, May 30.

Public Safety services and Airport Operations will continue to operate throughout the Memorial Day holiday weekend, as these departments run 24/7 throughout the year.

Please note that residential trash service and curbside recycling will not be picked up on Memorial Day, Monday, May 29. Customers who usually have pick up service on Mondays will have their service on Tuesday, May 30. For the remainder of the week, the residential trash collection (and recycling if applicable) will move to the next day with Friday’s customers having a Saturday pick-up.

The City of Joplin Recycling Center will be open as usual on Saturday, May 27 from 9 a.m. to 3 p.m. The Recycling Center is always closed on Mondays. Hours are Tuesday and Thursday Noon to 6 p.m., and Wednesday, Friday and Saturday 9 a.m. to 3 p.m.

The Republic Services Transfer Station in Galena, Kansas (that accepts bulky items from Joplin residential trash customers) will be closed on Saturday, May 27 through Monday, May 29 for the Memorial Day holiday. The transfer station will reopen on Tuesday, May 30. During general operations, the transfer stations hours are Monday, Tuesday, Wednesday, and Thursday from 8 to 11:30 a.m. and 12 noon to 2:30 p.m.; and Saturday from 8 a.m. to 12 noon.
