While the heavy rain has ended...localized flooding of flood prone
areas will continue into the evening as runoff continues.

Wind chills will drop into the upper single digits to the lower
teens tonight into Tuesday morning.

Wind chills in the single digits are expected during the late
night and early morning hours through Wednesday morning.

A light wintry mix will fall from Wednesday night into Friday
morning...with the precipitation changing over to rain for a
period Thursday.

Joplin Police investigating second person to be struck, killed by train in past 10 days

Shannon Becker at Joplin News First is on the scene at Import Warehouse, 2920 South Rangeline, where a person has been struck and killed by a train in that area.

Becker, whose coverage is shown in the accompanying video, said the Joplin Police Department has confirmed the fatality and is investigating the death. No information has been released on the name, age, or sex of the person who was killed.

The victim is the second person to be struck and killed by a train in Joplin in the past 10 days.

Arielle Ideker-Graddy, 27, was killed at 15th and Indiana on December 21.

Joplin bicyclist struck, injured by hit-and-run driver

A Joplin bicyclist was injured in an accident 10:10 a.m. today on MO 43, one mile south of Joplin.

According to the Highway Patrol report, an unknown vehicle struck the bicycle Preston Schoonover, 32, Joplin, was riding on the rear tire, causing Schoonover to lose control and travel off the roadway, ejecting him.


The vehicle that struck the bicycle left the scene.

Schoonover was treated for minor injuries at Mercy Hospital, Joplin.


Anderson woman injured in accident near Lanagan

An Anderson woman was injured in a two-vehicle accident 1:15 p.m. today on Route EE, 2.5 miles west of Lanagan.

According to the Highway Patrol report, a 1997 Honda Accord driven by Sarah E. Fichtner, 27, Anderson, crossed the center of the roadway and sideswiped a 2009 Dodge 3500 driven by Linda C. Puryear, 71, Noel.

Fichtner was treated for moderate injuries at Freeman Neosho.

Public meeting scheduled on Schifferdecker bridge replacement plan

In 2019, the City of Joplin will be replacing the bridge over Turkey Creek, located along North Schifferdecker Avenue. To learn more about the project, an open house public meeting has been set for Tuesday, January 8. It will be held from 4:30 p.m. to 6 p.m. at Joplin’s Athletic Complex field house, 3301 W. 1st Street.

During the meeting, the public including area property owners can meet representatives of Hartman & Company, the project’s construction contractor. Members of Allgeier Martin and Associates, the engineering consultant, will also be available with the final design plans and to answer questions.

Representatives from Hartman and Company will provide information about the construction schedule and plans for traffic control during the project. Citizens are encouraged to stop by any time during these hours to view the plans and ask questions about the upcoming project.



The bridge is located on North Schifferdecker where it connects with West Zora Street. The project is funded through the 3/8 cent City of Joplin Capital Improvement Sales Tax, renewed by voters in 2014, in addition to funding from the Jasper County Special Road District, and the Jasper County Commission. This new bridge construction is necessary to meet future traffic needs in the northern section of Joplin.

Grove man injured crashing into trees near Noel

A Grove, Oklahoma man was injured in a one-vehicle accident 12 p.m. Sunday on Saratoga Road, three miles west of Noel.

According to the Highway Patrol report, a 1998 Ford F-150 driven by Richard P. Hill, 38, Grove, traveled off the left side of the roadway, struck two trees and overturned.

Hill was treated for minor injuries at Integris Hospital, Grove.

Joplin pedestrian struck, injured on Zora

A Joplin woman was struck by a vehicle and injured 8:10 p.m. Sunday on Zora Avenue, a half mile east of Joplin.

According to the Highway Patrol report, a 2007 Ford F150 driven by Chill C. Willis, 27, Joplin, struck Mystic R. Checkley, 18, Joplin, while she was walking in the roadway.

Checkley was treated for moderate injuries at Freeman West Hospital, Joplin.

Afton woman injured in one-vehicle accident near Jane

An Afton, Oklahoma woman was injured in a one-vehicle accident 12:35 a.m. today on MO 90, three miles north of Jane.

According to the Highway Patrol report, a 2005 Pontiac Vibe driven by David W. Anderson, 50, Fairland, Oklahoma, ran off the roadway and struck the ditch.

A passenger, Terrie L. Farrar, 43, Afton, was treated for moderate injuries at Freeman West Hospital, Joplin.

Carthage woman injured driving into fence near Avilla

A Carthage woman was injured in a one-vehicle accident 11 a.m. today on County Road 50, one mile north of Avilla.

According to the Highway Patrol report, a 2004 Chevrolet Malibu driven by Sherry L. Evans, 52, Carthage, traveled off the right side of the roadway and overturned into a fence.

Evans was treated for moderate injuries at Mercy McCune-Brooks Hospital, Carthage.

Cassville teen injured in collision, Joplin man escapes injury

A Cassville teen was injured in a two-vehicle accident 11:30 a.m. today on 37 at the north Cassville city limits.

According to the Highway Patrol report, a 1999 Chrysler Sebring driven by Juri A. Johnson, 24, Cassville, turned into the path of a 2016 GMC Denali pickup driven by Andrew J. Johnson, 58, Joplin.

A passenger in the Juri Johnson vehicle, Cole D. Elbright, 17, Cassville, was treated for minor injuries at Mercy Hospital, Cassville.

Duenweg, Pleasant Hope residents injured in two-vehicle crash

Two people were injured in a two-vehicle accident 11:45 a.m. today on MO 66, a quarter of a mile east of MO 249 in Duenweg.

According to the Highway Patrol report, a 1999 Ford F-250 driven by Darrell L. Oakley, 61, Duenweg, was stopped in traffic waiting to make a left turn when it was struck in the rear by a 2011 Dodge Durango driven by Ashton B. Larimore, 23, Pleasant Hope.

Oakley and Larimore were treated for moderate injuries at Mercy Hospital, Joplin.

Larimore was charged with misdemeanor driving while intoxicated (drugs) and felony possession of marijuana.

Retiring Newton County Presiding Commissioner Marilyn Ruestman offers State of the County Report

State of the County 2010 – 2018


You elected me to serve as your watchdog over the expenditures of your hard earned tax dollars and I have remained vigilant to that priority. You now deserve a report on results of my 8 year term as Presiding Commissioner.

Because of an economic downturn, the reserve fund for the County ending 2010 was $863,505.81. I am extremely pleased to exit 2018 with a reserve fund of $3,693,700.72. This reserve serves as a type of county savings account in case of an economic emergency for any county and should contain operating expenses for 6 months up to one year. The total budget for 2018 is $25,668,974.10





The operating expenses for 2010 were $9,819,156.57.

In 2018 an operating budget of $10,536,723.20 was anticipated.

County growth toward First Class County status based on assessed evaluation of the county was $697,266,246.00 in 2010. It is now $ 877,944,445.00 in 2018.

• Cost of living salary increases have seen a total increase including this year’s offer of 12.5% during the previous 8 years as well as a reduction to a 37.5 hour work week for several positions.

• Newton County continues to offer 12 paid holiday days per year.

• Full time employees receive paid health insurance coverage with supplemental plans available. Newton County also provides a retirement plan, vacation accrual and other benefits. And beginning 2019 the full time hourly base rate following any probation period will be $12.00 per hour.

Many sophisticated software programs have been implemented including a Tyler Bookkeeping system and a Superion System, for law enforcement, 911 and emergency management, to provide state of the art communication throughout the County and State. This process has been slow, it’s been painful, but is necessary to remain relevant in Government today.

We have made an effort to keep our county investments consistent and proportional for both personnel as well as capital needs.





Based on increased security requirements in today’s society and because space became a critical issue, we made the financial and social decision to relocate our judicial system to a historical building of 1,700 square feet, located just across the street from the Courthouse and to continue to remain located on our Historical Square at an amazing per foot cost. We can now boast of a more secure and efficient delivery of our county judicial services to our staff and our citizens, as well as meeting our increasing criminal justice needs.

The County has added an expanded employee policy manual that meets the requirements of federal, state and insurance regulations. It is continually reviewed and updated to meet personnel standards.

Since 2011 the County has developed a flag and a county seal, and is making an effort to clearly mark all county vehicles in the county fleet.





Every County audit has been clean and transparent and our financial rating remains solid.

In 2011 the voters approved an earmarked ¼ cent sales tax dedicated to county roads and bridges. As of 2018 we had collected $12,198,444.39 thus enabling us to improve 480 miles of county roads. This tax money is accounted for separately and dispensed to each road district based on the miles in that district.

We are presently in the process of renovating the Courthouse and restoring our old historical courtroom for public tours and use during business hours by reservation.

Our Sheriff’s department, 911 and emergency management department continue to implement updates in their facilities and radio systems in order to meet the highest standards of the State. Expansion plans for additional bed space are presently underway at the jail facility.

We have continued to remain diligent with money expenditures but we recognize the need to remain progressive as the County moves toward First Class Status. I am personally proud of the progress we have accomplished.

Thank you for allowing me the privilege of being a part of this “decade of growth” for the County that my family has chosen to make our home since 1970.

Another Publishers Clearing House scam hits Joplin

As the holiday season is upon us, this is a good time to remind everyone to be mindful and watchful for scams that could come your way.

Today we had a citizen advise us of a letter they received in the mail indicating that they had won the Publisher's Clearing House. Also included with the letter was a partial check for the winnings.



Thankfully they did some checking and were able to determine that the check was fraudulent. Another indicator that this was a scam was that the letter had poor grammar and poor punctuation. Remember that if it sounds too good to be true, then it probably is.

Two Neosho children were injured n a two-vehicle accident 5:35 p.m. Friday on U. S. 60, one mile west of Neosho.

According to the Highway Patrol report, a 2000 Dodge Dakota pickup driven by Samantha G. Boyer, 31, Neosho, struck a 2009 Chrysler Town and Country driven by Janet L. Sanders, 39, Neosho, in the rear.


The Sanders vehicle was stopped and waiting to make a left turn.

A passenger in the Boyer vehicle, Destiny S. Boyer, 12, Neosho, and a passenger in the Sanders vehicle, Alexis M. Sanders, 8, Neosho, were treated for minor injuries at Freeman West Hospital, Joplin.

The Missouri State Highway Patrol’s Division of Drug and Crime Control announces the arrest of Jayme J. Richardson, 43, and Tieraney A. Anderson, 24, both of Joplin, Missouri, on Thursday, December 27, 2018.

The arrests of Richardson and Anderson were the result of a narcotics investigation conducted by members of the Division of Drug and Crime Control’s Narcotics/Vice Unit. The Patrol was assisted by the Newton County Sheriff’s Office and the Ozark Drug Enforcement Team.

On Thursday, investigators, along with Missouri State Highway Patrol’s Troop D Special Weapons and Tactics Team, executed a search warrant at Richardson’s and Anderson’s residence located on Shoal Cliff Drive, in Joplin. 



Once inside the home, investigators located Richardson, Anderson, and a juvenile. As a result of their search, investigators seized approximately 190 marijuana plants, 10 firearms, and several pounds of processed marijuana. A family member took custody of the juvenile. Richardson and Anderson were arrested and transported to the Newton County Jail.

The Newton County Prosecuting Attorney’s Office formally charged Richardson and Anderson with the following felonies: 



Richardson was charged with manufacture of a controlled substance, unlawful use of a weapon, and endangering the welfare of a child involving drugs. His bond was set at $5,500. Anderson was charged with manufacture of a controlled substance. Her bond was set at $3,000.

The above charges are mere accusations and are not evidence of guilt. Evidence in support of these charges must be presented before a court of competent jurisdiction whose duty is to determine guilt or innocence.

Why: MoDOT crews replacing deteriorating drain pipes underneath Route BB to keep water from pooling underneath and next to the road which could cause deterioration of the road bed

Traffic Impacts:
Route BB CLOSED only where crews are set up working
Route BB will be open at night and weekends
Drivers will be able to get to driveways and entrances on either side of the work zone, but will not be able to travel through the work zone
Drivers urged to find alternate routes, no signed detours are planned

Sarcoxie residents, including three-year-old, injured in one-vehicle accident

Two Sarcoxie residents were injured in a one-vehicle accident 6:35 p.m. Friday on Vixen Road, two miles south of Sarcoxie.

According to the Highway Patrol report, a 1998 GMC Jimmy driven by Tianna C. House, 25, Sarcoxie, attempted to turn around on the roadway, backed into a ditch and through a fence.

House and a passenger, Faith T. Hall, 3, Sarcoxie, were treated for minor injuries at Freeman West Hospital, Joplin.

Purdy man injured in accident east of Neosho

A Purdy man was injured in a one-vehicle accident 6:25 p.m. Wednesday on Oak Road, 12 miles east of Neosho.

According to the Highway Patrol report, a 2005 Saturn Ion driven by Adam N. Hall, 39, Purdy, ran off the right side of the roadway, overcorrected, ran off the left side of the roadway, struck a tree and overturned.

Hall was treated for minor injuries at Freeman West Hospital, Joplin.

Neosho woman killed, Joplin woman injured after car goes airborne, lands in water

A Neosho woman was killed and a Joplin woman injured in a one-vehicle accident 6:45 a.m. Wednesday on eastbound I-44, three miles west of Halltown.

According to the Highway Patrol report, a 2016 Nissan Altima driven by Joan E. Jaccaud, 57, Neosho, traveled off the north side of the roadway, became airborne and came to rest off the roadway in water.

Lawrence County Deputy Coroner Larry Eden pronounced Jaccaud dead at the scene at 9 a.m.



A passenger, Sandra Bentlage, 54, Joplin, was treated for moderate injuries at Mercy Hospital, Springfield.

The fatality was the 129th this year for Highway Patrol Troop D.

Lamar woman arrested after failing to return to Barton County Jail after furlough

Kala L. Larrabee, 24, Lamar, was taken into custody December 20 by Deputy McManis and Deputy Daglish at a residence in Lamar.

The Barton County Sheriff’s Office is asking for the help of the community in locating a wanted person. 

 On 12-13-2018 Kala L. Larrabee, age 24, of Lamar was sentenced to be transported to the Department of Corrections for violating the conditions of her probation. 



 Larrabee was given a furlough until 12-17-2018 at 8 a.m. however she failed to return to the Barton County Jail. 

 Larrabee’s original criminal charges was 1st degree burglary and stealing. A warrant was issued for her on 12-18-2018 for failure to obey judge's orders.

Galena Police search warrant execution leads to six arrests, confiscation of meth

On Tuesday December 25, 2018 at approximately 10 pm, officers with the Galena Police Department received information that Leslie West was at an address north of town.

Ms. West had an outstanding warrant through the Galena Municipal Court for failure to pay fines. Officers located Ms. West at 415 W Vine Street and took her into custody. Once in custody Ms. West was found to have suspected methamphetamine in her possession.

A search warrant was requested for the residence. Once officers received the approved warrant; they returned to 415 W Vine on December 26, at approximately 1 am. and completed a search of the residence. 



Additional suspected methamphetamine, and drug paraphernalia were found. 

Five additional people were taken into custody and transported to the Cherokee County Jail. 

Charges are being requested through the County Attorney’s Office for the following:

Rickey L. Turley, Alicia N. Maize, Zachary W. Rantz, and Angela Laturner are being held on a $5000.00 bond each for possession of certain stimulants and possession of drug paraphernalia. 

James Walker is being held on $5500 bond for possession of certain stimulants and possession of drug paraphernalia. He was also arrested for seven outstanding warrants through the Galena Municipal Court for failure to pay fines. 

Leslie A. West is being held on $3066.00 for possession of certain stimulants and the outstanding warrant through the City of Galena.

Baxter Springs Police Department mourns passing of former dispatch supervisor

We are sad to announce the passing of our former Dispatch Supervisor Cindy Renick. She passed from this life on Christmas Eve 2018.

Cindy was a part of our department from 1994 until she retired a short couple of years ago. She was a Reserve Police Officer and a dispatcher. She was a mother to our officers and a grandmother to their children.

After she retired, Cindy continued to frequent thepolice department bringing treats, hugs and even riding along with us. She trained many dispatchers who moved on to be police officers. She often said, "I think I raised some pretty good officers". She was always full of motherly advice and wasn't afraid to correct her officers if they needed it. When she retired, she left a void in the office that's even bigger now. 


To Cindy's family:

We want to thank you for sharing her with us all these years. She meant so much to so many of us. Anybody can see what a wonderful, loving and beautiful person she was, simply by looking at the family she raised at home and the officers she helped mold. She will live on through you and us.

Even though she is gone, please know that you are still family to us.

We're going to miss you Grandma Cindy.

A Noel woman was injured in a two-vehicle accident 7:56 a.m. on Route H, a quarter of a mile west of Pineville.

According to the Highway Patrol report, a 2008 Nissan Versa driven by Elisabeth M. Fore, 29, Noel, crossed the center line and struck the towed unit of a 2012 Peterbilt tractot-trailer driven biy Robert E. Nichols, 50, Bronaugh.

The Joplin City Health Department offers pregnancy testing for temporary MoHealthNet coverage. Staff will help guide expectant mothers on how to complete their application for MoHealthNet and issue a temporary card so that they can obtain early pregnancy medical care.

“Another easy thing to do, which significantly aids law enforcement as they try to locate and recover stolen property, is to take photographs. It doesn’t take much time to snap a couple of pictures of items, including serial numbers, so you have them should you need them. It’s also important not to forget to photograph jewelry and tools, which may be hard to describe or distinguish,” continued Sheriff Groves.

“Finally, the best way to thwart would be thieves, is to be vigilant, watch out for one another and call law enforcement if you see suspicious activity in your neighborhoods,” concluded Sheriff Groves.

Highway Patrol reports nine fatalities over Christmas holiday period

Nine people died in traffic crashes during the 2018 Christmas holiday weekend. Last year, there were seven fatalities.

The 2018 Christmas counting period ran from 6 p.m., Friday, December 21, 2018, through 11:59 p.m., Tuesday, December 25, 2018. The Missouri State Highway Patrol investigated the following:

The remaining three fatalities are the result of a two-vehicle traffic crash in Blue Springs, MO. The Blue Springs Police Department is investigating.

[Note: During the 2017 Christmas counting period, the Patrol investigated 491 traffic crashes, which included 125 injuries and five of the seven fatalities. Troopers also arrested 92 people for driving while impaired over last year’s Christmas holiday. There were no boating crashes. No one drowned over the 2017 Christmas counting period.]

Three fatalities occurred in the Troop A, Lee's Summit, area; two of the fatalities occurred in each of the Troop C, Weldon Spring, and Troop H, St. Joseph, areas; and one fatality occurred in each of the Troop D, Springfield, and Troop I, Rolla, areas.



One traffic crash fatality occurred on Friday, December 21, 2018. Brett L. Bruenn, 17, of La Russell, MO, died when the driver of the vehicle in which he was a passenger went off the left side of the roadway and overturned. Bruenn was not wearing a seat belt and was ejected in the crash. The crash occurred in Jasper County on Missouri Route U north of Sarcoxie, MO. The driver of the vehicle was wearing a seat belt and was not injured. A second passenger was wearing a seat belt and sustained minor injuries in the crash. Jasper County Deputy Coroner Mike Woodward pronounced Bruenn dead at the scene.

Five people died in traffic crashes on Saturday, December 22, 2018. Correna S. Masters, 57, of Kearney, MO, died when the vehicle in which she was a passenger traveled off the east side of the roadway, drove down an embankment, and crashed into the north bank of Shoal Creek. The vehicle came to rest on its wheels in the creek. Masters was not wearing a seat belt at the time of the crash. The driver was not wearing a seat belt and sustained serious injuries. The crash occurred in Clinton County on Interstate 35 northbound at the 48.8-mile marker south of Cameron, MO. Clinton County Coroner Lee Hanks pronounced Masters dead at the scene of the crash. Clinton County Sheriff’s Office and Cameron Fire and Rescue personnel also responded to the scene.

Preston T. Strittmatter, 44, of Villa Ridge, MO, died when the vehicle he was driving failed to negotiate an approaching curve and crossed the center of the roadway. The right side of Strittmatter’s vehicle struck the front of a second vehicle. Strittmatter was not wearing a seat belt at the time of the crash. The driver of the second vehicle and two passengers were all wearing their seat belts; all sustained minor injuries. The crash occurred in Franklin County on St. Louis Rock Road east of Lakeshore Drive. Dr. Scarato pronounced Strittmatter deceased at Mercy Hospital in Washington, MO.

The remaining three fatalities occurred as the result of a two-vehicle crash in the Blue Springs, MO, area. The crash is being investigated by the Blue Springs Police Department. The Patrol’s Major Crash Investigation Team 1 is assisting.



One person died in a traffic crash on Sunday, December 23, 2018. Thomas L. San Roman, 70, of Lenox, MO, died when the vehicle he was driving traveled off the right side of the roadway and struck a tree. Roman was not wearing a seat belt. The crash occurred in Dent County on Missouri Highway H west of Salem, MO. Dent County Coroner Gina White pronounced Roman dead at the scene.

Two people died in traffic crashes on Monday, December 24, 2018. Edward R. Gault, 80, of Kansas City, KS, died when the vehicle he was driving crested a hill at a high rate of speed, became airborne, then traveled off the north side of the roadway. The vehicle continued down a ditch, struck and embankment, became airborne a second time, then overturned onto its top off the north side of Missouri Highway 190. Gault was wearing his seat belt at the time of the crash. A passenger in Gault’s vehicle was wearing a seat belt; he sustained serious injuries. The crash occurred in Livingston County on Missouri Highway 190 west of Chillicothe, MO. Livingston Coroner Scott Lindley pronounced Gault dead at the scene. Livingston County Sheriff’s Department personnel also responded to the scene.

Lee E. Schickendanz, 44, of Colorado Springs, CO, died when the vehicle he was driving traveled off the left side of the roadway, traveled down an embankment, overturned, and caught fire. It is unknown whether Schickendanz was wearing a seat belt. The crash occurred in Franklin County on Missouri Route VV near Missouri Highway 100. Dr. Falch pronounced Schickendanz deceased at Mercy Hospital in St. Louis, MO.

There were no fatality crashes on Christmas Day, December 25, 2018.
