Minutes for May 30 Jasper County Commission meeting


The General Session for the Jasper County Commission was called to order at 9:00 a.m. on May 30, 2023, in room 101 of the Jasper County Courthouse by Presiding Commissioner John Bartosh. 

The meeting was opened with a prayer by Jasper County Sheriff Randee Kaiser followed by the pledge of allegiance. 

Roll Call: Presiding Commissioner John Bartosh, Commissioner Darieus K. Adams, and Commissioner Tom Flanigan were present. 

Approval of Minutes: Commissioner Adams made a motion to approve the minutes from the May 23, 2023, General Session. Commissioner Flanigan seconded the motion. By unanimous vote, the minutes were approved.

Carver Day celebration planned

George Washington Carver National Monument is pleased to announce the park’s annual Carver Day celebration to be held on Saturday, July 8, 2023, from 10 a.m. to 3 p.m., celebrating the life of George Washington Carver and the establishment of the national monument in his honor. 

This year we are commemorating the 80th anniversary of Carver’s passing and the subsequent establishment of the national park on July 14, 1943, the first one to honor an African American. The event is free of charge.






 

Guest speakers include Leo Landis, Museum Curator for the State Historical Society of Iowa. Mr. Landis will share insights into George Washington Carver’s time living in Iowa, which were critical years for Carver as a student and artist, and when he made the decision to change his career path to become an agricultural scientist. 

Steve Sitton, Site Supervisor at the Thomas Hart Benton State Historic Site, in Kansas City, Missouri will share a presentation entitled, Art, Race, and Thomas Hart Benton. Regionalist painter Thomas Hart Benton was one of the first white artists to paint African American life, labor, culture, and inequality.

Music is a huge part of the Carver Day fun. Musical performers this year include Lem Sheppard. Lem is a local jazz, blues and folk musician who traces the history of African American music from both the North and South. Lem will perform African American music and stories from George Washington Carver’s lifetime and share the African American experience with visitors.

Afrique Aya Drum and Dance Company, Fayetteville, Arkansas will perform traditional West African music and storytelling in a high energy performance that is highly interactive. Cherry and Jerry, a ragtime duo from St, Louis, Missouri, will blend history and music in their program “Early African American Composers.” It includes music by Scott Joplin, James Scott (born in Neosho, Missouri & raised in Carthage, Missouri) and other key figures in this genre which was very popular in George Washington Carver’s time.






 

Bright Star Touring Theatre, a national children’s touring theatre from Asheville, North Carolina, will perform Freedom Songs. This family-friendly, musical revue provides an energetic and engaging approach to learning about Black history. From songs which carried the secret messages needed to navigate the Underground Railroad, to the powerful anthems of the Civil Rights Movement, to Beale Street Blues, music has long been an integral part of American history which is celebrated in this production.

Local church choirs will also be invited to perform.

Carver Day is also a time for kids to explore the park and connect to the child who was born here over 150 years ago. There will be guided tours, Junior Ranger activities, and more. The Diamond Lions Club will provide food concessions.

Carver Day celebrates the African American experience through speakers, storytelling, music, and educational programs. In keeping with Carver’s legacy of accessible and affordable education, Carver Day, like all our programs, is free of charge. Carver is presented in partnership with the Carver Birthplace Association.

Administered by the National Park Service, an agency of the Department of the Interior, George Washington Carver National Monument preserves the birthplace and childhood home of George Washington Carver - scientist, educator, and humanitarian. The park is located two miles west of Diamond, Missouri on Highway V, then ¼ mile south on Carver Road. 05/23/2023 Officer was contacted in reference to an Adult Protection Order Violation. Paperwork was submitted to the prosecuting attorney’s office for charges of Violation of Adult Order of Protection.
 
05/24/2023 Officer was dispatched to the 100 block of Maple St in reference to a call for assistance. A report was made to the Missouri Elderly Abuse Hotline regarding theft and neglect of the resident.

05/24/2023 Officer conducted a traffic stop near 6th and Truman. Driver was in possession of methamphetamine. The methamphetamine will be sent to the Missouri State Crime Lab for further testing, paperwork will then be submitted to the Barton County Prosecuting Attorney in consideration of charges of possession of methamphetamine.

05/25/2023 Officer conducted a traffic stop near 15th & Poplar. Driver was issued a summons for no proof of insurance.

05/24/2023 Officer investigated a past tense theft in the 500 block of W. 11th. Investigation continues.

05/25/2023 Officer responded to NW 1st Ln regarding a theft not in progress. Investigation continues.








05/25/2023 Officer conducted a traffic stop near 13th & Grand. Driver was arrested, transported to the Barton County Jail and issued a summons for operating a motor vehicle while under the influence of drugs. The suspected methamphetamine is to be sent to the lab for further identification.

05/25/2023 Officers arrested a subject in the 700 block of Parry on numerous felony warrants. Subject was placed under arrest and transported to the Barton County Jail. Subject was in possession of a clear baggie with a crystal like substance which will be submitted to the crime lab for processing.

Greenfield man airlifted to Cox South following crash

A Greenfield man was injured in a one-vehicle accident this morning (exact time of the crash is unknown) on North Dade 81 four miles north of Greenfield.

According to the Highway Patrol report, a 2002 Lexus IS300 driven by Ryan M. Elliott, 35, Greenfield, traveled off the right side of the road, struck the ditch and overturned through a fence.

Elliott was airlifted to Cox South Hospital, Springfield, with serious injuries.

Joplin residents injured in collision

Two Joplin residents were injured in a two-vehicle accident 2:10 p.m. today on Gateway Road at Jaguar Road six and a half miles southeast of Joplin.

According to the Highway Patrol report, a 2007 Hyundai Elantra driven by Margaret A. Kastendieck, 78, Joplin, failed to yield to a 2000 Honda Accord driven by Ryanna R. Blair, 19, Joplin, and struck it in the rear.

Blair and a passenger in the Kastendieck vehicle, Vera K. Wyant, 83, Joplin, were treated for minor injuries at Mercy Joplin.

 

Ten people die in Missouri traffic accidents over Memorial Day weekend

Ten people died in traffic crashes over the 2023 Memorial Day weekend counting period of 6 p.m., Friday, May 26, through 11:59 p.m., Monday, May 29, 2023.

Missouri State Highway Patrol troopers investigated the following over the 2023 Memorial Day holiday weekend:

(Note: During the 2022 counting period, the Patrol investigated 301 traffic crashes, which included 129 injuries and nine of the 13 fatalities. Also, over the 2022 Memorial Day holiday: Marine operations troopers investigated nine boating crashes, which included one fatality and four injuries. Troopers made 131 driving while intoxicated arrests and seven boating while intoxicated arrests. No one drowned over the 2022 Memorial Day holiday.)


Troopers investigated all of the traffic crash fatalities. Two fatalities occurred in both the Troop B, Macon, MO, area, and the Troop I, Rolla, MO, area. One fatality occurred in each of the following areas: Troop A, Lee’s Summit, MO, Troop C, Weldon Spring, MO, Troop D, Springfield, MO, Troop E, Poplar Bluff, MO, Troop G, Willow Springs, MO, and Troop H, St. Joseph, MO.

Two people died within the counting period on Friday, May 26, 2023.

Danny R. Caudill, 56, of Doniphan, MO, died after being struck by a vehicle on Missouri Highway U south of Doniphan in Ripley County. Caudill was a pedestrian and in the roadway at the time he was struck. The driver of the vehicle that struck Caudill was not injured and was wearing a seat belt at the time of the crash. Ripley County Coroner Mike Jackson pronounced Caudill deceased at the scene.

Jared C. Young, 20, of Hillsboro, MO, died when he attempted to pass another vehicle on a curve and met a second vehicle. Young then swerved to the right and the front of the oncoming vehicle struck his driver’s side door. Young’s vehicle then traveled off the right side of the roadway and caught fire. The vehicle that struck Young’s vehicle traveled off the left side of the roadway. That driver was wearing a seat belt; he sustained moderate injuries. The crash occurred on Highway E at Belleville Lane in Jefferson County. It is unknown whether or not Young was wearing a seat belt at the time of the crash. The driver of the vehicle Young attempted to pass was wearing a seat belt. He was not injured in the crash. Dr. Paul Granet pronounced Young deceased at Mercy Hospital in St. Louis, MO.

Four people died in traffic crashes on Saturday, May 27, 2023.

David G. Daniels, 67, of Lawson, MO, died after he swerved around a vehicle turning left into a driveway, then struck the front of another vehicle. Daniels was operating a motorcycle at the time of the crash; he was not wearing a helmet. The crash occurred on Missouri Route M north of Clevenger Road in Ray County. The drivers of the two vehicles involved in the crash were wearing their seat belts; neither driver was injured in the crash. Dr. Jesse Gregory pronounced Daniels deceased at the scene.

James H. Goers, 62, of Steelville, MO, died when the motorcycle he was operating traveled off the left side of the roadway, struck a ditch, and overturned. Goers was not wearing a helmet at the time of the crash. The crash occurred on Hickory Road northeast of Steelville in Crawford County. Dr. White pronounced Goers deceased at Missouri Baptist Hospital in Sullivan, MO.








A 15-year-old male of Unionville, MO, died when the vehicle in which he was a passenger traveled off the right side of the roadway. The driver overcorrected, causing the vehicle to travel off the left side of the roadway and overturn. The juvenile passenger was not wearing a seat belt at the time of the crash. The crash occurred on Missouri Highway 5 north of Milan, MO, in Sullivan County. Sullivan County Coroner Robert Wyant pronounced the juvenile deceased at the scene. The driver of the vehicle was not wearing a seat belt and sustained minor injuries. The Sullivan County Sheriff’s Office, Sullivan County Ambulance, and Milan (MO) Fire Department assisted at the scene.

Tucker L. Tollerton, 18, of Hannibal, MO, died when the vehicle he was driving traveled off the right side of the roadway. The vehicle returned to the roadway, and Tollerton overcorrected. The vehicle overturned multiple times before traveling off the left side of the roadway and coming to rest. Tollerton was not wearing a seat belt at the time of the crash. The crash occurred on Missouri Route M southwest of Hannibal, in Ralls County. A passenger in Tollerton’s vehicle was wearing a seat belt and sustained moderate injuries. Dr. Colin Shouster pronounced Tollerton deceased at Hannibal Regional Hospital. Ralls County Sheriff's Office, Center (MO) first responders, New London (MO) first responders, and Marion County Ambulance assisted at the scene.

Three people died on Sunday, May 28, 2023.

Zachiriah A. Hahn, 24, of Farmington, MO, died when the vehicle in which he was a passenger ran off the right side of the roadway. The driver overcorrected and the vehicle struck an embankment and overturned. Hahn was not wearing a seat belt at the time of the crash. The crash occurred on Missouri Highway K east of Ellington, MO, in Reynolds County. Reynolds County Coroner Jeff McSpadden pronounced Hahn deceased at the scene of the crash. The driver of the vehicle was not wearing a seat belt and sustained moderate injuries.

Chandra D. Moffet, 42, of St. James, MO, died when the driver of the vehicle in which she was a passenger lost control. The vehicle traveled off the right side of the roadway and overturned. Moffet was not wearing a seat belt and was ejected from the vehicle. The crash occurred on County Road 1140 west of County Road 1090 in Phelps County. Phelps County Coroner Ernie Coverdell pronounced Moffet deceased at the scene. The driver of the vehicle was wearing a seat belt and sustained minor injuries.

Bobbie G. Sullivan, 66, of Springfield, MO, died when the vehicle he was driving traveled off the right side of the roadway. He overcorrected and the vehicle traveled off the left side of the roadway, struck a berm, and overturned. Sullivan was not wearing a seat belt at the time of the crash. The crash occurred on U.S. Highway 65 north of Branson, MO, in Taney County. Taney County Ambulance Paramedic Bobby Berschied pronounced Sullivan deceased at the scene.








One person died on Memorial Day, Monday, May 29, 2023.

Todd K. Nelson, 42, of Amazonia, MO, died when the vehicle he was driving traveled off the right side of the roadway, struck a tree stump, and overturned. Nelson was wearing a seat belt at the time of the crash. The crash occurred on Missouri Route T north of Amazonia in Andrew County. Andrew County Coroner Dr. Doug Johnson pronounced Nelson deceased at the scene. Conservation Agent A. Maupin, the Andrew County Sheriff’s Office, and Andrew County first responders assisted at the scene.

Lamar woman injured in one-vehicle accident

A Lamar woman was injured in a one-vehicle accident 2 p.m. today on Route KK one mile south of Lamar.

According to the Highway Patrol report, a 2012 Chevrolet Cruze driven by Mackayla C. Rodriquez, 22, Lamar, ran off the right side of the road, struck the ground and came to rest next to a creek.

Rodriquez was treated for minor injuries at Cox Barton County Hospital, Lamar.

Duenweg woman injured in accident on Kodiak Road

A Duenweg woman was injured in a one-vehicle accident 2:50 p.m. today on Kodiak Road two miles south of Joplin.

According to the Highway Patrol report, a 2002 Indian Scout motorcycle driven by Shannon M. Front, 53, Duenweg, traveled off the right side of the road and overturned.

Front was treated for moderate injuries at Mercy Joplin.

Three people injured, including Carthage woman, 1-year-old girl, in crash caused by deer

Three people were injured in a two-vehicle accident 9:20 p.m. Sunday on eastbound I-44 one mile east of Joplin.

According to the Highway Patrol report, a Lexus SUV driven by Lin Lin, 39, Hanover Township, Pennsylvania was stopped in the road and hitting a deer, when it was struck in the rear by a 2005 Honda Accord driven by Kylee M. Morris, 22, Carthage.







Lin was treated for moderate injuries at Mercy Joplin.

Morris was treated for serious injuries and a passenger, a 1-year-old girl for minor injuries at Freeman West Hospital, Joplin.
