(The following letter to the editor was written by Todd McCrackin, superintendent of the East Newton R-6 School District)
Patrons of the East Newton School District,
Our school district has a great opportunity coming up on April 5th. Patrons have the opportunity to approve a “no tax increase” bond issue (Proposition K.I.D.S.) for much needed facility upgrades to all of our campuses.
School districts typically do not have an abundance of money lying around and must use bond issues to help fund projects. Proposition K.I.D.S. if passed would allow the district to sell bonds and borrow $4,000,000 to pay for the improvements. This bond money could only be used for capital improvement needs.
“No tax increases” are very popular with voters across the state. Recent information from a financial company that ran 20 “no tax increase” issues in 2015 had a passage rate of 95% (19 of 20). In 2014 the passage rate was 94% (30 of 32). Voter approval is needed anytime school districts borrow money, even if there is a “no tax increase”.
The tax rate for patrons will stay the same as it has for the past two years. The ballot language states this fact as well, if the bond issue were to pass. Current debt service rate is .4691 cents. Again, the schools tax rate will remain the same, and the school will not be raising patron’s taxes, the total levy for patrons will remain at $3.2191.
What will the money be used for? Safety: We would like to place a camera system at Triway and Granby. Also, we would like to have an access control system installed at the high school and Granby campus. Triway campus already has a system that was paid for by their PTO. This is a system that would allow all doors to be locked during school hours, thus limiting who has access to come into the buildings. All three buildings have old Fire Alarm systems that need replacing too.
Economic factors: Replace single pain windows and replace doors that are not energy efficient, which is costing the district in energy savings. We would also replace some older HVAC systems across the campuses with better energy efficient systems. Facility upgrades: The district would look at improvements to the main bus barn located at the high school. The AG program wants to include an animal science area for large and small animals. Triway and Granby would receive covered walkways, protecting students from rain as they travel to buses or classes.
Other Improvements: Roofs always need maintenance by the district each summer; we would make high need roof repairs at all three campuses. Other smaller projects at the buildings would be completed based on the availability of remaining bond issue funds.
Voting YES will give the District budget flexibility it has not seen in a long time. Operational funds could be used for school building supplies, rather than being budgeted to make repairs on buildings. Work on the above projects would begin in May after school is out for the summer. My wish is for patrons, students, and staff to be proud of schools not only academically, but also for the learning environment the District provides. YES for K.I.D.S. is now on Facebook.
Remember, all Missouri school students depend on each of us to whom their future is entrusted. The students of today will take our places shortly; our hope is we served them well. The phrase, “it was good enough for me” is not an example for our children. Whether or not you have a student in the school system is not important; what matters is do you want to “pay it forward” and help students as was once done for you.

Joplin Municipal Court schedules Amnesty Day

Because the Joplin Municipal Court recognizes the difficulties many citizens may have in meeting their obligations with the Municipal Court, it will hold an Amnesty Day on Friday, April 29.
Warrant Fees and Failure to Appear Fees will be waived for anyone wishing to turn themselves in on warrants on this day at the Municipal Court, 303 East 3rd Street. The Amnesty Day hours are from 9 a.m. to 4 p.m., with the check-in process beginning at 8:30 a.m. This program is for Joplin Municipal City warrants only.
“The City understands that someone may have missed a court date or let a ticket lapse,” said Lamonte Ratcliff, Court Administrator. “Hosting an Amnesty Day allows people the opportunity to take care of cases without the fear of being arrested. It’s a way to be productive for both the citizens we serve and the City.”
Ratcliff also noted that when warrants are issued for certain violations, the individual’s driver’s license may be suspended. During this program, the Court will lift suspensions on those offenders whose licenses are suspended through the Municipal Court, so they can get their licenses reinstated.
“Providing assistance with license suspensions can be very beneficial for the citizen, and is offered to give additional support to those participating in the Amnesty Day,” said Ratcliff.

Joplin tree limb drop off resumes March 19

The City will reopen the tree limb and brush drop-off site every third Saturday, starting on Saturday, March 19 from 8 a.m. to 2 p.m. for the 2016 season. This program is open the third Saturday of the month from March through November, unless there is a weather event that warrants another date being set. The drop-off site is located at 1702 North Schifferdecker Avenue, six tenths of a mile north of Belle Center Road on the west side of Schifferdecker.
This free drop-off service is for Joplin residents only and has no load limits. Leaves, grass clippings, trash, etc. will not be accepted. Commercial contractors will not be allowed to drop off tree limbs.
Joplin residents should also note that the City’s residential trash service through Republic Services allows yard waste removal on their regular trash pick-up day. Limbs must be cut to a maximum of four (4) feet and bundled. Bundles shall be no heavier than 50 pounds. The diameter of each tree limb shall be no larger than four (4) inches.
Residents and landlords on the City’s residential trash service may also bring tree limbs and brush to the Republic Services Transfer Station on Old Route 66, in Galena, Kansas. Customers need to bring their city utility bill showing the Joplin Trash Service fee and identification. Fees range from $14.14 to $21.22 per load, per trip. This subsidized program runs Monday, Tuesday, Wednesday, and Thursday from 8 to 11:30 a.m. and 12 noon to 3 p.m. and Saturday from 8 a.m. to 2 p.m. This program is subject to change on April 1, 2016. In order to burn yard waste, citizens need to obtain a Burn Permit from any of the Fire Stations in the City or at the City’s Finance Department at City Hall. The permit costs $5 and is good for three consecutive days.
The Permits are available at the Fire Stations from 8 a.m. to 6 p.m., seven days per week. Please note there may be times when firefighters are not at the station to issue permits, due to the nature of their job. Fire Stations will only be able to accept payment by check or money order.
The Finance Department, located on the third floor of City Hall, 602 South Main, is open from 8 a.m. to 5 p.m. Monday through Friday. The City Hall location will accept cash, check, debit card, money order, or credit card payments.
No matter where the Permit is obtained, residents must still inquire with the Joplin Fire Department about weather conditions and if burning is allowed on each day. Residents can obtain this information by calling 623-0403.

Now is the perfect time to get your child prepared for school!
• Joplin city Health Department will immunize children who reside within Joplin city limits, or who attend Joplin schools.
• We can issue birth certificates for anyone born in Missouri. Cost is $15 per certificate. We have forms for most other states if they were born outside of Missouri – the student will mail off paperwork and fees to obtain that birth certificate.
• Our walk-in clinics for “Kindergarten Round-up” will be 8:30 a.m. to 11:15 a.m. and 1 p.m. to 4 p.m. We will hold those clinics for the two weeks of March 21 to April 1. We do encourage appointments!
• Student must bring a shot record to receive immunizations. If they don’t have one, we recommend they contact their pediatrician to obtain one before they come to our clinic.
• Parent/guardian must bring a picture ID. If someone other than the guardian is bringing the child, they must also bring a note, signed by the parent/guardian, giving us permission to treat without a parent present.
• Costs for immunizations are as listed below:
VFC Eligible with Medicaid - will not have a Vaccine Charge, and Administration Charge billed to Medicaid
VFC Eligible no Medicaid - will not have a Vaccine Charge, and Administration Charge will be $10 per child
Insured with Partial Immunization Coverage - will have the Current vaccine cost and Administration Cost of $10 per child
Insured with Full Immunization Coverage - will be billed to Insurance through Vaxcare for both the vaccine cost and administration cost.

Fifty-five Joplin R-8 teachers nominated for Golden Apple Awards

On Tuesday, Mar. 1, the Joplin Area Chamber of Commerce will host a banquet to recognize teachers from area schools who were nominated by parents and students for the annual Golden Apple awards. Fifty five Joplin Schools' teachers received that honor this year. The Golden Apple awards will be presented to four deserving recipients, one in each grade category, at the Chamber's annual banquet set for April 21. The Golden Apple Awards recognize excellence in the teaching profession among Joplin public and private school educators. This is the 31st year for the awards.
