Probable cause affidavit: I didn't shoot Joplin Honky; the dead guy did it

An October 14 arraignment is scheduled in Newton County Circuit Court for Joplin Honkies member Jared Prier on two counts of assault and two counts of armed criminal action.

Prier is accused of shooting two people, one of whom is also connected to the Joplin Honkies, according to statements made by Newton County Sheriff Ken Copeland.

In his statement to the Newton County Sheriff's Department, Prier pins the shootings on another Joplin Honky...the one whose corpse he is accused of abandoning in a driveway near Diamond.

The information is spelled out in the probable cause affidavit from Newton County Detective T. Spencer:

Jennifer Miller stated to this detective that she, Thomas Webb, Jared Prier, and two other subjects (Jennifer did not want to identify) were partying at Steven Severs' house at 3689 Cherry Road the night of August 17, 2014.

Jennifer stated that she was sitting on the couch getting ready to do her nails and Thomas was sitting next to her. Jennifer stated that she heard a loud bang and looked up and observed Jared Prier pointing a gun in her and Thomas' direction.

Jennifer said that Jared nearly shot me in the head and actually nicked  her right hand with a bullet causing it to bleed a lot. Jennifer stated that Thomas jumped up and ran around the table and that Jared approached him and shot Thomas twice in the stomach. Jennifer stated that she ran to the door and exited the residence and ran to the south side of the property to a trailer that Steven Severs' father, Lester Severs, resides inside.

Jennifer stated that she and Lester then walked back to the residence and Jared Prier met them in the doorway. Jennifer stated that Letser asked Jared why he began shooting inside his son's residence and that Jared advised that he did so because he believed Thomas was a "rat." Jennifer stated that Dennis "Nathan" Meyer then showed up at the residence ready to party, not knowing that the shooting had just happened.

Jennifer stated that once Dennis "Nathan" Meyer was advised of the shooting, he gave Jared a ride away from the residence. Jennifer stated that while she had been gone to get Lester to come down to the residence, Thomas had fled to the vehicle he had driven to the residence and drove over a few driveways to where Jennifer could still see the tail lights of his vehicle.

When this detective located Jared Prier and asked what had occurred, Jared states that he was not present at the Cherry Road address that evening, that he believed Dennis "Nathan" Meyer had shot Thomas Webb.

Dennis "Nathan" Meyer is deceased as of August 21, 2014 and Jared Prier is currently in custody for the abandonment of Dennis "Nathan" Meyer's corpse, therefore this detective could not interview Dennis.

A search warrant was obtained for 3689 Cherry Road and a bullet was recovered from inside the residence and swabs of blood from the front porch were obtained.

All items were placed into evidence at the Newton County Sheriff's Office. The interview with Jennifer Miller was recorded at the Joplin Police station and also placed into evidence at the Newton County Sheriff's Office.

City selects Freeman Health to run Christmas Parade

(From the City of Joplin)

The City of Joplin announces Freeman Health System as the host for the 2014 Christmas Parade. Earlier this month, City officials requested not-for-profit organizations to submit an application if their group was interested in hosting and managing the responsibilities of this celebrated community event during the holidays. Other organizations who had applied this year were the Downtown Joplin Alliance and Joplin Kiwanis.

The City established this process upon learning that the previous organization (Joplin Jaycees) would not be managing it this year, and had received several inquiries from interested groups wanting to serve in the role.

Five-year sentence handed down in Joplin Tornado fraud, money laundering scheme

(From the U. S. Attorney for the Western District of Missouri)

Tammy Dickinson, United States Attorney for the Western District of Missouri, announced that a Nixa, Mo., contractor who was hired to repair tornado damage at the Joplin residence of an elderly couple was sentenced in federal court today for a fraud scheme in which he stole more than $73,000.

Terry Alton Parker, 59, of Nixa, was sentenced by U.S. Chief District Judge Greg Kays to five years and eight months in federal prison without parole. The court also ordered Parker to pay $34,420 in restitution, in addition to the $38,640 in restitution that Parker paid prior to today’s hearing.

On Sept. 26, 2013, Parker pleaded guilty to bank fraud, wire fraud and money laundering.

Parker operated Alliance Contracting of Nixa, LLC, and was hired by a Joplin, Mo., resident to repair significant damage to his house caused by the May 22, 2011, tornado that destroyed a large part of Joplin. The victim, identified as “H.B.” in court documents, was 84 years old at the time; he was caring for his 88-year-old wife, who required home care and nursing assistance.

Parker agreed to repair the victim’s home for a price that was to be no more than the amount H.B. was reimbursed by his insurance company for the damage. There was no written contract, and most of the money paid to Parker was disbursed based on Parker’s verbal requests for funds. Between June 13, 2011, and Feb. 2, 2012, H.B. paid Parker a total of approximately $80,300 for his services.

After being hired, Parker was at H.B.’s home on a regular basis from June 2011 through February 2012. Parker befriended H.B. and soon began using his downstairs office area as his own office. According to court documents, Parker also began to store equipment in H.B.’s storage shed, was allowed to interact directly with the insurance company, collected H.B.’s mail each day and brought a caregiver into the home to care for H.B.’s wife. When a caregiver expressed concern regarding Parker’s taking advantage of the victim, according to court documents, Parker attempted to intimidate her by stating that she should be careful how she treated him (Parker), because one day H.B.’s house would belong to him.

In November 2011, without H.B.’s knowledge or permission, Parker stole a check from H.B.’s checkbook and wrote a check to himself for $38,640. Parker forged H.B.’s signature and deposited the check into his own bank account.

Parker persuaded H.B., who did not own a computer, to get Internet access at his home so Parker could order supplies online and conduct other business via the Internet. H.B. agreed to pay for the service. Parker set up an online banking account for H.B.’s checking account, without H.B.’s knowledge or permission, and directed all bank statements and other notifications from the bank to be delivered to an e-mail address that Parker set up in H.B.’s name (also without his knowledge). Parker established a PayPal account, without H.B.’s knowledge or permission, which was linked to H.B.’s checking account.

Over the next three months, Parker electronically siphoned $34,420 from H.B.’s checking account into the PayPal account. Most of those funds ($32,545) were then transferred from H.B.’s PayPal account to Parker’s own PayPal account.

In January 2012, loss prevention personnel from PayPal attempted to verify the validity of one of Parker’s transactions. Parker called the PayPal call center located in Omaha, Neb., and in a recorded conversation, falsely and fraudulently identified himself as H.B.

On Feb. 27, 2012, H.B. visited the bank to ask why he was no longer receiving paper bank statements. Prior to departing for the bank, he told Parker where he was going, and noticed that Parker was visibly shaken. At the bank, H.B. learned that someone had discontinued his receipt of paper bank statements online, and had electronically transferred $34,420 out of his account. (He later discovered that Parker also stole and forged the $38,640 check.)

Before H.B. returned home, Parker had fled to Texas after stealing various items of H.B.’s personal property. Before departing Missouri, Parker confronted H.B.’s daughter; he falsely claimed to her that H.B. owed him money. Parker also filed a false complaint with the Missouri Department of Health and Senior Services, alleging that H.B. had abused his wife by striking her and failing to give her proper medication as prescribed by her physician. (The complaint was investigated and found to be not substantiated.)

Not counting the stolen items of personal property (which are not a part of this case), Parker stole a total of approximately $73,060 from H.B.

Parker has a prior federal conviction in this district for wire fraud and theft from an FDIC-insured institution. In that case, an eight-count indictment was returned by the federal grand jury on Sept. 12, 2002, charging Parker with five counts of wire fraud and three counts of bank fraud over the course of three years, from 1998 through 2001. The scheme charged in that case involved Parker’s falsification of multiple invoices for goods and services in order to obtain advance payments under a construction contract, causing an aggregate loss of $46,627 to a company called DMZ, LLC. That case also involved his filing of a false police report and subsequent alteration and deposit of a $2,075 insurance check, which he increased to $20,075, causing a loss of $18,000 to Empire Bank. Parker pleaded guilty to all of the conduct and was sentenced on Jan. 30, 2003, to a term of probation and payment of restitution.

This case was prosecuted by Assistant U.S. Attorney Steven M. Mohlhenrich. It was investigated by the FBI and the Joplin, Mo., Police Department.

Redevelopment of Joe Becker Stadium begins

(From the City of Joplin)

Officials with the Joplin City Council, Parks and Recreation and the Joplin Blasters held a Groundbreaking Ceremony at the Joe Becker field today to recognize work beginning on the redevelopment of the stadium. Stadium architect Chad Greer of Corner Greer Architects in Joplin, as well as Crossland Construction and Joplin Area Chamber of Commerce representatives were also included in the event.

Plans for Joe Becker Stadium, located at 1301 E. 3rd, include numerous improvements in order for the facility to host the Joplin Blasters, a member of the American Association of Professional Baseball. The redevelopment of the stadium includes installing new lighting and fixed seating for approximately 2,400 fans, adding new ticketing and merchandising areas, multiple concession stands, new locker room facilities for umpires, home and visiting teams, and new restroom facilities for the stadium, and renovating the dugouts for both teams.

In addition, a new hospitality plaza with a picnic and berm area in the surrounding field area will provide space for up to 2,500 – 3,000 people, allowing families and fans to gather in a relaxing atmosphere while watching the game. A new upper concourse will also be part of the stadium with six box suites, patio space, press box, restrooms and elevator. Total assembly capacity for this area will be 500 to 550 people.

Other improvements focus on new sidewalks and right-of-way improvements, lighting, new plaza, paving and landscaping primarily in the area south of the stadium. The facility will be ADA accessible with a variety of seating options.

“This is a great time for Joplin sports fans,” said Mayor Mike Seibert. “The Joplin community has enjoyed games at Joe Becker Stadium for years. Now, we are providing the renovations and improvements to it that allow us to host a team in the premier independent league for baseball. We’re excited and hope that everyone will continue to watch as the stadium is completed. Who knows? We may have another Mickey Mantle coming to play in Joplin next year.”

The stadium redevelopment will cost $4.7 million. Chad Greer with Corner Greer Architects designed the stadium, and Crossland Construction is the contractor for the project. A photo rendering, along with information about the new stadium and its amenities were provided to those attending the ground breaking.

Shawn Suarez, General Manager with Joplin Blasters, participated in the groundbreaking and spoke about the various ticket options available for the Blasters inaugural season, along with other team information.

“We look forward to a great 2015 season with the Joplin Blasters playing in what we know will be a beautiful stadium,” said Suarez. “We are thrilled to be part of the Joplin area, because we know this community loves baseball. We are excited to offer tickets at various levels and hope to see everyone come out to cheer on the Blasters.”

Blasters’ tickets at various price ranges (depending on the seats selected) will soon be available. Box seats behind home plate run $12 per seat, while general admission is offered at $5 per seat. Seats in the Upper Reserved and Dugout Seating sections will cost $10 each, while Outfield Reserved seats will be $8.

Season tickets are currently available, as well as sponsorships for The Blasters. Anyone interested in these options or would like more information about The Blasters should call 417-437-6105.

Salvation Army, CFO team to provide millions for Joplin tornado recovery

(From CommunityFoundation of the Ozarks)

The Salvation Army has partnered with the Community Foundation of the Ozarks and its Joplin-based affiliate, Community Foundation of Southwest Missouri Inc., to establish a multimillion-dollar grant fund to assist housing improvements, counseling and case management work caused by the May 2011 tornado.

The Salvation Army's Midland Division provided $1.75 million for the fund, and the organization at large contributed a separate $800,000 grant to the Joplin Area Habitat for Humanity for housing-recovery work.

Announced last week, The Salvation Army funds will be administered by CFO and its Joplin affiliate via the Joplin Recovery Fund grant application committee.

The first four recovery grant projects using Salvation Army funds are:

$441,000 for Catholic Charities, to help the organization make home repairs;
$350,000 for Rebuild Joplin, which assists homeowners who need additional assistance to rebuild or restore their homes;
$262,000 for Project Hope, to provide mental health counseling services to Joplin Public Schools students affected by the storm; and
$140,000 to the Leffen Center for Autism, to cover expenses incurred by tornado damage that haven't been paid for by insurance monies or donations.

The remaining $557,000 has been placed in the Joplin Recovery Fund, which accepts applications for tornado-recovery projects on a rolling basis, according to the release.
