Recovery grant assists Community Clinic in renovations

(From the City of Joplin)

A dedication and ribbon cutting was held recently at the Community Clinic recognizing their renovations to improve the facility’s interior and exterior. Funding for this project was through the Community Development Block Grant-Disaster Recovery Program, with $101,855 going towards the rehabilitation activities. The Clinic received assistance to upgrade and repair the facility following the heavy use it received in the tornado aftermath.

Outside the Clinic, the public will notice the parking lot was sealed and received a new overlay. Visitors entering the clinic will see several improvement to the interior, including a fresh coat of paint throughout the building, new flooring, and remodeling of the Reception Area, Discharge Room, Triage Room, and upstairs Conference Room.

“This is just one of many projects included in the $158 million recovery funding program that addresses an identified need for our community,” said Troy Bolander, Director of Planning, Development and Neighborhood Services. “Planning, coordinating and implementing each project takes much collaboration and coordination. All of this takes a great deal of time, however we’re to the point that the public is going to see a lot of construction over the next couple of years.”

Currently, plans are being developed for a new senior citizen facility that will be located just east of Mercy Park. Trails are being developed in the area near Mercy Park and looping through areas to reach Main Street, and Main Street construction is set to begin in the next couple of weeks. Bids for 20th Street construction will soon be sought, with construction on this project starting later this year.

“The work is ongoing and will continue through 2019,” said Bolander. “A lot of the work will be focused on infrastructure projects, however many elements are included in these, such as sidewalks, trails, lighting and some streetscaping.”

To learn more about the various projects, and to track their progress, the public can access a dashboard with all projects listed along with the locations, scope of work, costs and timelines by clicking on the link below.

We recently had some calls of concern about a phone scam that is going around. Publishers Clearing House is a legitimate organization that is being taken advantage of by phone scammers. If you know someone that may be susceptible to falling for the scam, please inform them of this information.

If you receive a call from PCH informing you have won a big prize and they need you to send them money in order for you to claim that prize, it is absolutely a scam.

From the Publishers Clearing House website:
"If someone contacts you claiming to be from PCH, and tells you that you’ve won a prize– then asks you to send a payment or money card in order to claim the prize – STOP! You have not heard from the real PCH."

Missouri House passes legislation expanding access to virtual schools

(From Speaker of the House Todd Richardson, R-Poplar Bluff)

The House took action this week to ensure access to quality education for Missouri children, reform Missouri’s unemployment insurance program and ensure pregnancy resource centers receive much-needed support. Information on these and other important House issues can be found below.

Virtual Education

As the pace of technological change quickens, rapidly shifting the makeup of our workforce and economy, it is more important than ever that we ensure every student has access to advanced courses, especially in science, technology, engineering and mathematics (STEM) disciplines.

House Bill 138, sponsored by Rep. Bryan Spencer, will ensure every student in Missouri has access to the courses necessary for a quality education. The measure, if enacted, would establish "The Missouri Course Access Program" (MCAP) and allow any K-12 student to enroll in MCAP courses, to be paid by the school district or charter school. This will ensure every student in a public or charter school in Missouri will have access to advanced coursework regardless of economic status.

Currently, more than half of the school districts in Missouri do not offer students access to any Advanced Placement course. No students are enrolled in physics courses in 40 percent of Missouri schools and no students are enrolled in chemistry courses in 20 percent of schools. In order to fulfill our promise to ensure every Missouri student is afforded a high quality education, we must guarantee all students have access to the courses necessary to prepare them for higher education and to participate in the workforce of tomorrow.

The House passed HB 138 with strong bipartisan support by a vote of 124-31. We continue to strongly support reforms to our state’s educational system to ensure every Missouri child is provided access to a quality education.

Unemployment Insurance

House Bill 288, sponsored by Rep. Scott Fitzpatrick, would tie the number of weeks individuals are eligible for unemployment benefits to the Missouri average unemployment rate. If the unemployment rate falls below 6 percent, recipients would be allowed 13 weeks of benefits. The eligibility period would increase by one week for every one-half percent increase in the unemployment rate up to 9 percent unemployment. If the unemployment rate reaches 9 percent or higher, recipients would receive benefits for 20 weeks.

Maintaining a fair, low and simple tax system in Missouri is one of the top priorities of the House. In order to accomplish this, we must investigate every aspect of Missouri government to ensure all taxpayer-funded programs are operating in the most efficient manner possible. The common sense reforms included in Rep. Scott Fitzpatrick’s measure will make sure unemployed workers receive the benefits needed to support their families while working to reduce the tax burden holding our economy back.

The House passed HB 288 this week and the measure will now move to the Senate for consideration. We will continue to investigate ways to reform taxpayer-funded programs to ensure your tax dollars are being spent effectively and efficiently.

Pregnancy Resource Centers

The Missouri House continued its commitment to ensuring expecting mothers have access to counseling and support services necessary for carrying pregnancies to term this week. House Bill 655, sponsored by Rep. Kevin Engler, reauthorizes tax credits for donations to maternity homes and pregnancy resource centers which do not perform, induce, or refer for abortions and do not advertise abortion services. These facilities are essential to ensuring mothers with crisis or unplanned pregnancies in Missouri are afforded pregnancy testing and counseling, as well as the emotional and material support necessary to assist in carrying pregnancies to term.

Our chamber chose to proudly stand to support every Missourian’s Right to Life. The House perfected Rep. Engler’s legislation this Wednesday and should soon give final approval to send it over to the Senate.

House Approves Legislation to Stop Illegal Herbicide Use

House Bill 662, sponsored by Rep. Don Rone, would allow the Department of Agriculture to fine any individual who knowingly applies a herbicide to a crop for which the herbicide is not labeled for use. The department could fine violators up to $1,000 per acre in violation and the per-acre fine would be doubled for those who repeatedly violate the new law. The current flat fine of $1,000 has proven to an ineffective deterrent of illegal herbicide use. The money collected in fines would go to the local school district in which the violation occurred.

This legislation is meant to stop the illegal use of herbicides that caused widespread damage to crops in the Southeast Missouri last year. According to experts from the University of Missouri, 150 farmers in Southeast Missouri lost an average of 35 percent of their crops when neighbors utilized an outdated Dicamba product. Wind and temperature changes caused that product to drift onto nearby fields, damaging crops.

The bill would also give the Department of Agriculture additional powers to investigate claims of illegal uses and hold violators accountable for the damage of personal property. House Bill 662 passed the House this week and will be sent to the Senate for consideration.

Jasper Police arrests Lamar man with drug history following traffic stop

(From the Jasper Police Department)

On Thursday, February 23, 2017, officers with the Jasper Police Department made a traffic stop on vehicle after it was reported by a citizen for suspicious activity.

After learning the persons inside the vehicle had a past history for illegal drug use and the passenger having a probation/parole hit for possession of a controlled substance, officers conducted a consent search of the persons/vehicle.

Found on the passenger, a Lamar man, were prescription narcotics (not in a marked container with the person's name on it) and a bottle with an unknown liquid inside that he said was urine.

Offenders on probation and parole will often have a urine sample from somebody they know will pass a drug test in an attempt to use the urine for their own drug tests.

The person was wearing two sets of pants, the underneath pair is where the urine was found. It was reported to his probation and parole officer.

Thank you to the citizen who reported the suspicious activity. We encourage everybody to report suspicious people, vehicles, etc. We can't always be everywhere at once and we count on you all to be our eyes and ears sometimes.

Barton County Sheriff arrests New York man after pursuit into Vernon County

(From the Barton County Sheriff's Office)

On 02-23-2017 at around 2:05pm the Barton County Dispatch received a 911 call of a domestic disturbance in the area of the hospital on I-49. Sheriff’s Deputies and City Officers responded to the area.

It was reported that a woman was shoved from a vehicle and the vehicle drove on. The vehicle was described as a large box style truck with a panther on the side of it.

The Barton County Dispatcher Jeremy Belcher was able obtain a lot of crucial information during the call and relay it to the officers. It was told that the woman had walked in the direction of Barton County Memorial Hospital.

A short time later we received another report that the vehicle had returned to the area of the hospital and the woman had got back inside the vehicle. It was believed that she was just trying to obtain some of her belongings when the vehicle drove off.

It was reported that the vehicle left the area driving northbound on NW 1st lane and then crossed over I-49 and got back northbound on NE 1st Lane.

Law enforcement searched for the vehicle finding it Northbound past Washburn’s Farm and home supply on NE 1stLane. Sheriff Shaw was on I-49 and following the vehicle as it travelled on 1st lane. At EE hwy and 1st Lane Sheriff Shaw attempted a traffic stop on the vehicle where the vehicle failed to stop.

The truck got back on I-49 and continued northbound with The Sheriff, Deputies and Lamar City officers pursuing the truck. Sheriff Shaw drove up along side of the truck and tried to get the driver to pull over to the side of the roadway however the driver of the vehicle failed to stop.

Sheriff Shaw drove on ahead of the fleeing vehicles and sat out stop sticks to try and deflate the tires. As the suspect vehicle approached the Sheriff’s stop sticks the suspect drove out through the median to try and miss hitting the sticks however one tire found the mark.

The Pursuit continued into Vernon County with Chief Deputy Toby Luce, Deputy Katie Thomas, and Lamar Deputy Chief John Davis right behind the suspect.

Vernon County deputies Set up stop sticks to try and get the vehicle stopped once again around the Milo exit.

The suspect took an off ramp to avoid the stop sticks once again. The suspect continued back on I-49 Highway until it reached the 98 mile marker where two more Vernon County deputies had the road blocked with Stop Sticks in a manner that the suspect had no other means but to strike them.

The suspect chose not to drive over the stop sticks and stopped the truck in the middle of the Highway and was taken into custody. The female was located safe in the truck and was transported back to the Barton County Sheriff’s Office. The pursuit lasted approximately 36 minutes.

The male subject was a 24 year of age black male from Jamestown New York. The man is being held in the Barton County Sheriff’s Office on a 24 hour hold for investigation.

Reports will be sent to the Barton County Prosecuting attorney Steven Kaderly for consideration of filing formal criminal charges in regards to the domestic assault, and vehicle pursuit.

Billy Long: Gorsuch is a good choice to replace Antonin Scalia

(From Seventh District Congressman Billy Long)

President Donald Trump recently nominated Neil Gorsuch, a judge on the 10th Circuit Court of Appeals, to replace late Supreme Court Justice Antonin Scalia. Mr. Gorsuch is a man who has had a long history of interpreting the Constitution as it was intended by our founding fathers.

Mr. Gorsuch is a graduate of Columbia, Harvard and Oxford. After law school, he worked at a law firm in Washington, D.C., the Department of Justice and clerked for two Supreme Court Justices, Byron White and Anthony Kennedy. His resume is quite impressive, but it is his commitment to upholding the Constitution and his commitment to justice that make him deserving of a seat on the Supreme Court.

Mr. Gorsuch is an excellent choice to replace Justice Antonin Scalia, who also interpreted the Constitution as the framers intended it, and not what he or society wanted it to be. An example of this is Mr. Gorsuch’s record on the Second Amendment. Throughout his time as a judge, Mr. Gorsuch has been a strong supporter of the Second Amendment.

Another example of his commitment to upholding the Constitution is his dedication to religious freedom. In the Burwell v. Hobby Lobby case, Judge Gorsuch sided in favor of religious rights by ruling against an Obamacare provision that required companies to provide coverage for certain contraceptives despite their religious beliefs. The Supreme Court sided with Judge Gorsuch’s opinion and struck down the provision.

This is a man who has consistently been respectful of the Constitution and its intended purpose. Neil Gorsuch will make an excellent Supreme Court Justice. I am sure if my colleagues in the Senate to take the time to talk with him and listen to him he will be easily confirmed.

Justice Antonin Scalia’s successor should be one that holds the same strong conservative values as the late Justice and Mr. Gorsuch is such a person.
