Minutes of Previous Meetings

Minutes of the December 7, 2020, regular meeting minutes were approved as written and previously distributed.

Financial Reports

Mr. Wood noted the monthly cash flow statement. Dr. Coltharp reviewed the checks written, selecting various checks on each page to point out. Board Members asked questions associated with various bills in the report. Mr. Wood noted two sets of checks needing approval for November 9 – November 30,2020 and December 1 – December 7, 2020 Checks in the amount of $699,203.63, $303,512.43 were approved ON MOTION by Rick Butler, seconded by Al Chapman, and unanimously carried. 








December 8 – December 22, 2020 and January 5- January 11, 2021. Checks in the amount of $696,714.89 and 981,150.98 were approved ON MOTION by Larry Vancuren, seconded by Diane Andris, and unanimously carried. The remainder of the current fund balances and agency accounts were reviewed.

Personnel

Dr. Coltharp recommended approval of the Resignation of Tyson Condict, Academic Coordinator Upward Bound Program, Kristin Hoover, Project Now Secretary, Samantha Juarez, Assistant Softball Coach. A MOTION to approve their resignations with thanks for their service was made by Larry Vancurren, seconded by Rick Butler and unanimously carried.

Dr. Coltharp recommended approval of the following Employment of Tyson Condict, Talent Search Advisor, Kelli Hardy, Program Coordinator, Joshua Sonis, Behavior Technician, Elizabeth Beck, Nursing Instructor, Carly Barwick, Academic Success and Testing Specialist, Jennifer Payton, Custodial Supervisor. A MOTION to approve all employments as recommended was made by Vickie Barnes, seconded by Al Chapman and unanimously carried.

Audit Report

Matt Wallace from KPM CPAs reviewed the June 30, 2020 fiscal year audit. Mr. Wallace pointed out the Independent Auditors’ Report which included an “unmodified opinion” that is free from material weaknesses, which is the best opinion possible. Mr. Wallace gave a brief summary of the audit of Crowder College, the Foundation, and the Facilities Corporation including a short review of the financial statements.

Room and Board Rates Proposal for 2021-2022

Mark Aubuchon presented on the Room and Board for the next Fiscal Year. They are requesting approximately a five percent increase for single occupancy and approximately a three percent increase for double occupancy rooms in Rough Rider Village. They are also requesting approximately three percent increase at Brown. 

Mr. Aubuchon is also working with Great Western Dining on the dining plans and price that is available to the students right now. The 2021-2022 increase for the meal plan rates will be an approximate 3% increase. The occupancy for the Dorms and the Apartments have not been affected by Covid at this time.

Sale of Property 3880 Crowder Drive., Neosho, MO 64850

Dr Coltharp started by thanking TJ Angel, Amy Rand and Cindy Brown on the promotion of the sale of the property. The college was able to receive eight bids on the property for sale. Ms. Rand recommended that we take the top bidder at $70,100.00. A MOTION to approve sale of property as recommended was made by Rick Butler, seconded by Al Chapman and unanimously carried.

Veteran Services Program Review

Stephanie Ferguson filled in for Jorge Davila. Ms. Ferguson explained the job that Mr. Davila does and the reporting that he does for each student that is involved in the Veteran Services program. Ms. Ferguson stated that the number of students has been maintained from Fall of 2019 to Fall of 2020.

President’s Update

Dr. Coltharp told the group that the Student Affairs group is working on a plan for Graduation in the Spring 2021. He stated they are looking at other colleges in the area and how they will handle graduation in the Spring.

Dr. Coltharp spoke about the retreat that will be held February 12, 2021 at the Webb City Campus. The retreat will host roughly 12 Representatives and it will allow Crowder College to explain some of the college programs. A retreat for the Board of Trustee members and Executive Council will follow.

Dr. Coltharp introduced Dr. Witt to talk about Transport Training and the Financial Update. Dr. Witt went over the Net Profits from the years of 2017-2021. 2017-2018 was the best year by far for the Transport Training program. Dr. Witt explained some of the revenue declines based on the Covid shutdown. The revenues are starting to increase this year based on a new CFI contract and other classes being added. Dr. Witt is predicting that the program will be profitable by the end of the fiscal year.

Mr. Wood reminded the Board of Trustees Members that the next regularly scheduled Board Meeting would be ZOOMED and held on Monday, February 22, 2021 at 10:00 a.m. With no further business, he declared the meeting adjourned at 12:04.

Purcell man seriously injured in three-vehicle accident


A Purcell man was injured in a three-vehicle accident 5:19 p.m. Thursday on Route D at Purcell.

According to the Highway Patrol report, a 2005 Chrysler Town and Country driven by a 17-year-old Carthage boy was stopped to make a left turn, with a 1994 Toyota T100 driven by Jerry L. Wilson, 52, Purcell behind him.







The Wilson vehicle was struck from behind by a 2013 Chevrolet Traverse driven by Breanna R. Mason, 26, Alba, causing the Wilson vehicle to hit the vehicle driven by the teenager.

Wilson was treated for serious injuries at Freeman West Hospital, Joplin.

Three arrested on drug charges following search warrant execution in Carthage


(From the Ozarks Area Drug Enforcement Team)

On 01/28/2021 Ozarks Drug Enforcement Team and Jasper County SWAT served a search warrant at 13189 Cimarron Road, Carthage Missouri. 

ODET Detectives arrested Freddie McAnally 43 years of age on Multiple Federal and State Warrants along with Charges for Manufacturing a Controlled Substance, Possession with Intent to Distribute and Resisting Arrest. 








ODET Detectives also arrested the property owner William Hill 54 years of age for Harboring a Fugitive and Christy Brand 43 years of age was arrested for Possession of a Controlled Substance. 

State Charges on all three suspects are pending with the Jasper County Prosecutors Office.

Noel woman injured in accident on ice-covered bridge


A Noel woman was injured in a one-vehicle accident 7:24 a.m. today on I-49 at Anderson.

According to the Highway Patrol report, a 2014 Hyundai Sante Fe driven by Hamdi H. Mohamed, 26, Noel, lost control on an ice-covered bridge and struck the bridge rail and guardrail.

Mohamed was treated for minor injuries at Freeman Neosho. 

Neosho woman injured in one-vehicle accident


A Neosho woman was injured in a one-vehicle accident 8:10 a.m. today on Highway HH, four miles south of Neosho.

According to the Highway Patrol report, a 2000 Toyota Solara driven by Caitlyn D. Myers, 22, Neosho, slid off the right edge of the roadway and struck the ditch.

Myers was treated for minor injuries at Freeman Neosho.

Workers may be eligible for larger tax refund

Workers may get a larger tax refund this year because of the Earned Income Tax Credit (EITC), which is one of the largest anti-poverty tools in the US. But to get it, you must file a tax return and claim it.

January 29, 2021, marks the 15th anniversary of EITC Awareness Day, a nationwide effort to increase awareness about the EITC and other refundable credits.

In 2020, 25 million workers received about $62 billion in EITC refunds. In Missouri, over $1.2 billion in EITC was refunded to over 476,000 families. The average amount received by Missouri families was $2,452.








If you worked last year and your income was less than $56,844, check out your eligibility for EITC. The EITC can provide up to a $6,660 refund when you file a return and have qualifying children. Workers with no qualifying children could be eligible for a smaller credit, up to 538 dollars.

Find out if you are eligible using the EITC Assistant (bit.ly/EITCASSISTANT); it’s available in both English and Spanish. The Assistant can help you:
find your filing status,
find out if you have a qualifying child or children,
verify if you are eligible for EITC, and
estimate the amount of your credit.

The federal income tax filing season will start February 12, 2021. Opening day is later than in the prior years due to the extensive software programming required by the legislation passed late in December 2020. Because of this delay, federal refunds that contain the EITC or other refundable credits will be issued in the first week of March at the earliest.

To provide Missouri residents with timely individual income tax information, University of Missouri Extension and the Department of Personal Financial Planning will host a one hour Zoom session at 1 PM on Jan 29th covering various tax changes from the CARES Act last March as well as the legislation from late in December. Two men arrested after violent attack on woman at Baxter Springs home

Two men were arrested after Cherokee County Sheriff's Deputies were called to a rural Baxter Springs home on Monday.

Around 9:30 a.m., deputies responded to a domestic disturbance after a woman had sustained injuries in a physical attack, where the alleged assailant is also suspected of discharging a firearm.

In partnership with the Pittsburg Police Department, the suspect, identified as 44-year-old Richard Stark, was found at a home in Pittsburg a short time later. Cherokee County Deputies obtained a search warrant for the Pittsburg home and seized a handgun along with other evidence.









Richard Stark was arrested and transported to the Cherokee County Jail on allegations of Aggravated Battery, Aggravated Assault, Criminal Threat and Criminal Damage to Property.

Also arrested and transported to the Cherokee County Jail was 19-year-old Kolby Stark, who is facing allegations of Obstructing Justice.

Arthur Brophy selected as Joplin Police Department Officer of the Month

JPD is proud to recognize Officer Arthur Brophy, who was selected as the November 2020 Officer of the Month. Please join us in congratulating him on his achievement. His award was based on the following:

"On February 18th, 2020, Officer Brophy responded to an address in reference to a male subject that had passed away. Upon his arrival, Officer Brophy was assigned to stand guard as to not allow anyone entry into the residence. 

This is an important and sometimes hard moment for police officers as they must maintain scene integrity until a determination of cause of death has been determined. This incident proved to be one of the harder moments for Officer Brophy.








It was during this time that Officer Brophy was approached by the mother of the deceased who requested entry into the residence. Officer Brophy said, “I’m sorry momma, I can’t, I have to guard his body." 

The mother then advised Officer Brophy that he did not need to guard the body from her as she would not hurt him. Officer Brophy again said, “I’m so sorry momma." 

The mother, obviously distraught, advised Officer Brophy that if he did not let her through then she was going to punch him in the face. Officer Brophy replied, “if that will make things better you can go ahead”. It was at this time the mother laid her head on his shoulder and cried as Officer Brophy patted her back and consoled her.








The mother sent a letter to our department recently describing this interaction with Officer Brophy back in February. She advised that in her most devastated and heart-breaking time in her life Officer Brophy acted both as an officer and a friend. 

Since February, this mother has had the occasion to see Officer Brophy when he is working in the community. Officer Brophy always shows her a smile and asks, “How are you doing, Momma?" 

This encounter serves as an excellent reminder of the professionalism and excellent work our officers provide to our citizens each and every day. 

Thank you, Officer Brophy, for your service, hard work, and dedication to our profession and the citizens we serve.
