Public hearing Thursday for Missouri American Water Joplin rate increase request

On June 30, 2017, Missouri American Water requested a general rate increase for water and sewer service. The request would produce $369 million in gross annual water and sewer revenues for the company and represents a 25.4% increase over current revenues. The rates as a result of the company’s last request for a general rate increase were effective July 20, 2016.

The company recently stated that a Joplin residential customer’s average usage is 4,750 gallons. A residential customer who used 4,750 gallons in 2000 would have paid approximately $15.00 per month for service. Today, the same customer pays approximately $33.00 per month for 4,750 gallons. If the company’s request is adopted as-is, a Joplin residential customer will pay approximately $40.00 per month for 4,750 gallons. A customer who typically uses 10,000 gallons per month pays approximately $52.75 per month today, and this request would increase that to $72.95 per month.

The company proposes to have the same “fixed charge” and “volumetric charge” statewide. That means when upgrades are required in the St. Louis or Kansas City area, the costs are borne by all Missouri American Water customers, including customers in Joplin.

The company proposes to reduce the “fixed charge” from $15.33 to $10.00. The company proposes to increase the “volumetric charge” (price per 1,000 gallons of water consumed) from $3.7424 to $6.29530. This change will shift more costs to those who use large quantities of water (especially families and businesses).

As part of the rate making process, customers are invited to comment on the company’s request. The City of Joplin encourages its citizens to take advantage of this opportunity. MSSU educators wrote respiratory therapy training textbook being used across the nation

Educators at Missouri Southern are leading the way when it comes to preparing future generations of respiratory therapists

More than 100 respiratory therapy training programs across the nation are now using textbooks written by members of the of the Missouri Southern/Franklin Tech Consortium for Respiratory Care Education

“Neonatal/Pediatric Respiratory Simulation” and the book’s instructor’s manual was published in 2017. Another book, “Respiratory Simulation,” came out in 2015. Both texts, published by Health Educator Publications Inc., have received glowing reviews from training programs in a wide variety of settings.

The authors of the book are Sherry Whiteman, instructor, program Director Glenda Pippin, Director of Clinical Education Janice Dunaway, Simulation Center Coordinator Caleb Lewis and the off-campus editor Scot Jones.

The texts include guidelines that enable instructors to run simulations. Scenarios are created that closely reflect those typically seen in hospitals or other clinical settings. In some cases, the book suggests students play the roles of patients, family members and others.

“We knew if we needed this type of book, other educators needed it too,” Whiteman said.

Missouri Southern’s respiratory care program is designed to prepare students to be employed in hospital, clinic, laboratory and alternate-care settings. In 2017, students had a 96 percent pass rate on certification exams, as well as a 96 percent job placement rate.

The program is currently accepting applications for the Fall 2018 semester.

JPD captures Office Depot thief with laptop, electronics in his possession

Yesterday at 11:34 a.m. officers were dispatched to Office Depot at 3132 South Range Line for a felony theft.

The employees reported that a male walked out of the store carrying a laptop without paying for it, his pockets were bulging and he had a knife in his right hand displayed as he walked out. Officers and K9 began searching the area. 

Another business in the area called and said they saw a male walking northbound at a brisk pace, drop a knife, and that business recovered the knife. 

After looking at store video officers determined the suspect was already wanted by detectives on a burglary charge and in several other theft cases recently in town. 

At 12:43 pm, over an hour after the theft call, a K9 Unit was driving on 24th Street at McConnell still looking for the suspect. He spotted the suspect, now missing some of his clothing, walking and still carrying the laptop. He confronted the suspect and gave him multiple orders to stop. The male instead took off running. 

The K9 apprehended the male in the front yard of 2209 East 25th, where the male continued to resist arrest and was ultimately arrested on numerous felonies. He was still in possession of the laptop and stolen electronics which were all recovered with a value of $869.97.

Joplin man seriously injured in accident near Newtonia

A Joplin man was injured in a one-vehicle accident 4 a.m. today on Route EE, three miles east of Newtonia.

According to the Highway Patrol report, a 2013 Peterbilt driven by Mark A. Mensen, 47, Joplin, ran off the right side of the roadway, overcorrected, overturned and crashed into a fence.

Mensen was treated for serious injuries at Freeman West Hospital, Joplin.

MODOT begins demolition of Connecticut Avenue bridge over I-44

MODOT construction crews began demolishing the Connecticut Avenue bridge over I-44 during the overnight hours and will continue and expect to conclude the work tonight beginning at 9:30 p.m.

I-44 will be closed between the 6th and 8th exits from 9:30 p.m. to 6:30 a.m.

The demolition is being done to make way for a new bridge.

MSSU Pride and Purpose Day to honor three recipients

Pride & Purpose Day will take place at 11 a.m. on Saturday, Feb. 10, in the North End Zone facility at Missouri Southern State University.
The day will honor three individuals who have made outstanding contributions to the success and growth of Missouri Southern over the years.

The two Spirit of Service recipients will be John Cochran of Moberly, Mo., who graduated from MSSU in 1978, and Lorraine Whittington of Joplin, who graduated in 1982.

The Lion-Hearted recipient will be Richard W. Massa of Joplin, former chair of the Communications Department and director of the Institute of International Studies at MSSU.
Brunch reservations are available by calling 417-659-5466 or online through the MSSU Alumni web page under “events” athttps://www.mssu.edu/advancement/alumni/ .
The cost is $15 per person. Reservations are due by Friday, Feb. 2.
John Cochran, ‘78
2018 Spirit of Service Recipient

John Cochran is a 1978 graduate of Missouri Southern, graduating with a degree in secondary education.  A transfer student from Moberly Community College, John played Missouri Southern basketball for two years, as a guard.
Born and raised in the Moberly area, he currently serves on the Moberly Area Community College Board of Directors, and was named the 2000 Moberly Area Community College Outstanding Alumni recipient.
He also serves as Vice President of Rotary International Club.
A volunteer for the Moberly Spartan Booster Club, John was the chairperson for their golf fundraiser for several years. 
He is also a MACC Board of Trustees founding board member for the Randolph County area YMCA and has served on the board for 10 years.
John has also served as a board member for the Moberly Area Community College Foundation, and was Campaign Co-chair for the Moberly Area Community College Activity Center.  In 1999, he served as the United Way General Campaign Chairperson.
He has also served on the Moberly School District, as both a board member as the Board of Education President.
He was awarded the Missouri Interscholastic Athletic Administrators’ Association, Distinguished Service Award in 2009.  The award is presented to persons outside of the field of interscholastic administration in recognition of their service to interscholastic athletics.
In 2013, John was awarded the Missouri Association of School Administrators Friend of Education Award.  This is given annually to recognize non-educators for their contribution to education locally or statewide.
John purchased the Valentine Agency from Jack Valentine in 1995.  He is the agency owner and is licensed in all areas of insurance, focusing on individual, group life and health coverage. 
In addition to his volunteer service in the Moberly area, he has served Missouri Southern in a variety of areas including: Leadership Annual Giving donor for MSSU, underwriting for the Alumni Association bus trip to St. Louis Cardinal baseball game, donating to the men’s basketball trip to Puerto Rico, donating to the Puerto Rico Hurricane Relief fund, donating to the Coach Corn Court project, and has made many other donations over the years to MSSU.
He is an alum that serves the community where he lives. He continues to be an avid supporter of MSSU. 

Lorraine Whittington, ‘82
2018 Spirit of Service Recipient

Lorraine Whittington has served the Joplin Community in a variety of capacities. While her children were still young, she became involved with volunteer service.  Freeman Hospital was her first activity where she served in the snack bar. Throughout numerous years, she earned several 1,000-hour pins from Freeman Hospital.

She joined the Epsilon Sigma Alpha (ESA) Women International and has spent 50 years serving in this organization, earning the position of State President.  While serving as International Chaplain, Danny Thomas asked that they help raise funds for St. Jude Children Research Hospital.  To date, ESA has raised $49 million dollars for St Jude.   Lorraine was instrumental in starting this fundraiser, which continues to this day.

She graduated from Missouri Southern in 1982 with a degree in Business Administration.  After graduating, she joined the Business and Professional Women, Inc. organization in the mid-1980s, obtaining the status of State President.   She strives to provide educational speakers to all those in her presence with information vital for good leadership and positive citizenship within the community. 

In 1992, she joined the American Association of University Women (AAUW) and she served as the President of the Joplin Branch for six years; longer than any other president since the branch was created in 1926.  During her presidency, she assisted the group by hosting a Science, Technology, Engineering and Mathematics (STEM) seminar for local high school students.  The program was such a success it has been repeated several times.  She was also instrumental in starting a holiday auction to raise funds for a scholarship to MSSU.  This activity has continued for the past eleven years with Lorraine acting as Chairman of the event for six years.  A 2017 scholarship was awarded for a full year scholarship in the amount of $4,300 by AAUW. AAUW has raised money for this MSSU scholarship since the Dorothea B. Hoover AAUW Scholarship Foundation was developed in 1976.

Lorraine is also a member of the Joplin Women’s Club, serving three years as President.  She has been very instrumental in promoting the arts within the Joplin area.  She currently volunteers as a docent at Spiva Center for the Arts and is a strong supporter of Pro Musica, Joplin Little Theater and the MSSU Lantern Society.  Lorraine has supported Missouri Southern through donations to the Mission Hills Mansion restoration process and has been a loyal annual fund contributor over the years.  She is a lifetime member of the MSSU Alumni Association. 

She has been active in the Presbyterian Church, serving as an elder for seven years, six years as a Congregational Life Chair, and is currently serving a three-year term as Stewardship Chair.  She is also the treasurer for the Women’s Association at the Presbyterian Church.
Richard W. Massa
Lion Hearted Recipient 2018
Richard Massa, a 1950 graduate of Joplin High School, secured degrees in journalism at the University of Missouri and began his teaching career at the university’s School of Journalism. He served in the military and taught in Mississippi and Oklahoma.

In 1972, he joined the faculty of Missouri Southern State University as an associate professor of journalism and adviser to the student newspaper, The Chart. In 1979-80 he served as interim head of the Department of Language and Literature and then as acting head of the Department of English. In 1980 he became the first head of the newly established Department of Communications which he founded and in his 19-year tenure as department head established radio station KXMS-FM and television station KGCS. In 1996 he became the first director of the newly established Institute of International Studies, remaining also as head of the Department of Communications.

In this dual position he worked for expansion of foreign language education and development of the first bilateral agreements between Missouri Southern and a number of universities in Europe and Africa and originated a number of programs still in existence. He received the Outstanding Teacher Award in 1982.  In 1996, he received the Missouri Governor’s Award for Excellence in Education.

He retired in 1999 and was awarded the title of professor emeritus.

On his retirement, the Missouri House of Representatives and the Missouri Senate issued proclamations honoring him. He has been listed in a number of volumes, including Who’s Who in the World; Who’s Who in America; Who’s Who in Media and Communications; American Men of Science and Personalities of the South. In 2001 he received Missouri Southern’s Broadcast Pioneer Award for his achievements in telecommunications, and in 2012 he was named to The Chart Hall of Fame.  In 2017, former students established an endowed scholarship in his name.

During his years of retirement, he and his wife, who had retired from Pittsburg State University, have devoted much of their time working for charitable causes and have established scholarships at their alma maters, the University of Oklahoma and the University of Missouri, as well as at Pittsburg State University, while contributing to scholarship funds at the University of Science and Arts for Oklahoma. They also have contributed funds to Missouri Southern State University for various activities and programs, including the alumni center, the African Art collection, the music department, The Chart Hall of Fame, the Institute for International Studies, the Julio León Center for Health Sciences, and numerous memorial scholarships. They also have contributed to a number of area arts programs, most notably Pro Musica.

Joplin woman dead after house fire at 11 S. Patterson, fire under investigation

On Monday January 29, 2018 the Joplin Fire Department responded to a report of a structure fire at 11 S. Patterson at 2:01 AM. 

The first arriving crew arrived on scene at 2:05 AM and reported a one-story single family dwelling with heavy fire showing from three sides of the residence. 

First arriving crews were met by an occupant who informed the crews that his wife was still inside the residence. Crews entered the structure and removed from the residence 53-year-old Tamra Greenwell, who has since succumbed as a result of her injuries. 

Fire crews re-entered the structure and began extinguishing the fire, bringing it under control at 2:40 AM, and completely extinguished it by 3:06AM. The residence sustained severe heat and smoke damage.

There were no injuries to firefighting crews.

The Fire Department responded with 7 apparatus and 17 personnel

The fire is currently under investigation by the Joplin Fire Marshal and Joplin Police Department.

Unattended cooking cause of structure fire at 412 N. Wall

The Joplin Fire Department responded to a reported structure fire at 412 N Wall Ave. on Sunday, 28 January, at 2:23 PM. 

The first crew arrived at 2:25 PM and found a three-story wood frame structure with smoke showing from the third floor. 

Residents in a neighboring house at 414 N Wall were evacuated as a precaution. 

As the fire progressed to the second floor a second alarm was called in. Due to low water pressure in the area, tankers were called in from JFD, Redings Mill FD and Carl Junction FD to set up shuttle operations to supply sufficient water to fight the fire. 

 The fire was brought under control after approximately three hours and declared out at 7: 36 PM. Crews remained on scene 8:25 PM.

The house was occupied and residents evacuated in time. The house was originally one large, single family dwelling but had been remodeled into a three-apartment dwelling. This made it hard for fire crews to find the source of the fire as well as prevented exterior operations from reaching the source, once found.

There were no injuries to civilians or firefighting crews. The American Red Cross was called to assist the residents.

The Fire Department responded with seven apparatus and 20 personnel and was assisted by the Joplin Police Department, METS Ambulance Service, Redings Mill FD and Carl Junction FD.

The cause of fire was rules as due to unattended cooking.

Spiva Art Gallery exhibit explores drawing in the digital age

The Spiva Art Gallery at Missouri Southern State University will present the exhibition “Rendered” by sculptor Jonathan Hils, from Monday, Feb. 5, through Friday, March 2.

The exhibit will include an artist’s talk from 2 to 3 p.m., and a reception from 3 to 5 p.m. Monday, Feb. 5, in the Spiva Gallery.

“Rendered” is an exploration of both digital and manual drawing within space, drawing on the visual aesthetics of code, meshes, point clouds, information translations and path oriented fabrication. This body of work, a series of interpretations of drawing in the digital age, explores the visual understanding of current and future culture.

Hils has exhibited widely throughout the U.S. and completed numerous sculpture commissions domestically and globally including sites in Malaysia, China, Abu Dhabi, Australia and Japan. The recipient of numerous exhibition awards and a Kohler Artist Residency, he has also received the Oklahoma Visual Art Coalition Fellowship in Oklahoma City where he completed a number of large-scale public commissions. His work infuses a variety of fabricating methods in steel, plastic, wax and acrylics in a variety of scales.

Hils is an associate professor of sculpture at the University of Oklahoma where he oversees the OU School of Visual Art’s Digital Fabrication Lab and teaches courses related to CAD, CNC and 3D printing. He received his MFA from Tulane University in New Orleans and he maintains a studio in Norman, Okla.

The MSSU Spiva Art Gallery is free and open to the public from 9 to 5 p.m., Monday through Friday.

Granby woman injured in accident on 86

A Granby woman was injured in a one-vehicle accident 2:25 p.m. Sunday on MO 86, five miles south of Granby.

According to the Highway Patrol report, a 2001 Ford Escape driven by Brenda M. Lane, 55, Granby, ran off the right side of the roadway and struck a culvert.

Lane was treated for moderate injuries at Mercy Hospital, Joplin.

Five thousand dollar reward offered for information leading to an arrest for murder of Miami woman

Governor Brownback authorized a $5,000 reward for anyone with information that leads to the arrest of the perpetrator(s) who killed 33-year-old Cindy A. Easom. 

She was found Dec. 7 floating in the Card Creek where it meets the Elk City Reservoir in Montgomery County. She had multiple gunshot wounds to her head, and died a short time later. Barton County Sheriff seeking public's help finding Kansas City woman wanted on two warrants

The Barton County Sheriff's Office is asking for the public's assistance in looking for a subject who has an active warrant for her arrest out of Barton County.

Tela Malic Savory, age 24, of Kansas City is wanted for two warrants out of Barton County. It's believed she is in the Kansas City area and if anybody in the Kansas City area would share this it would be appreciated.

The first warrant is for failure to appear on a speeding charge. The bond amount is $228 dollars cash only and the second is for failure to appear on an operating a vehicle on the highway without a valid drivers license. The bond on the second warrant is $153 dollars cash only.

Lamar man arrested on multiple charges following Gulf Street pursuit

Friday morning just before 1 a.m. while responding to another call, an officer with the Lamar Police Department had a vehicle fail to yield to his emergency equipment. 

As the officer and the suspect vehicle traveled eastbound on 12th Street, the suspect vehicle accelerated to a high rate a speed becoming a danger to the public as he attempted to flee from the officer. 

The pursuit continued down Gulf behind the O’Sullivan's building. After finding a train sitting on the tracks, the suspect drove around the MFA building before he driver exited the vehicle and attempted to flee on foot near 17th and KK. 

With the help of deputies from the Barton County Sheriff’s Department the driver was taken into custody without further incident. 

Jake O. McIntyre (28) of Lamar was arrested for Failure to Yield to an Emergency Vehicle, Leaving the Scene of a Crash, Resisting Arrest, and Driving While Revoked, along with several other traffic charges. The investigation into further charges is on-going. These are only charges being sought. All suspects are presumed innocent until proven guilty in court.

Tuesday morning at 1:29 a.m officers were dispatched to West 7th Street Wal-Mart for a shoplifting in progress.

Employees saw a male and a female who were concealing items and believed they were going to exit a fire door on the side of the building to flee. 

As an officer contacted employees in the store, other officers waited outside the emergency exit. The male suspect opened the emergency exit carrying a basket of stolen loot, saw officers awaiting his departure, dropped the basket and then ran through the inside of the store refusing to stop. 

The officer in the store helped corner the suspect, and he was arrested. The female then came up and asked what was going on, but had been identified by employees as helping the male conceal items to steal. 

The male had tried to steal $828.96 worth of items and was identified using the same emergency exit on 1-04-2018 stealing $787.93 worth of items. 

The male was arrested for felony stealing and felony resisting. The female was arrested for her felony warrant and also had five bags of meth and a pipe concealed on her person, resulting in felony drug charges as well.

Yesterday at about 5 p.m. an officer attempted to stop a Kawasaki sports bike at C and Schifferdecker for not having license plates. 

The driver kept driving and when he tried to accelerate away he crashed at B and Cleveland after losing control. He was located and the motorcycle was found to be stolen out of Springfield. The driver was transported to the hospital for a broken leg. 

After he was released from the hospital he was arrested for resisting arrest, tampering with a motor vehicle, felony possession of a controlled substance, possession of paraphernalia, and five city warrants. He was also issued several traffic citations.

Annie Moses Band's "Art of the Love Song" to be performed Feb. 10 at JHS Performing Arts Center

Connect2Culture (C2C) will present Annie Moses Band’s “The Art of the Love Song” on Saturday, February 10, 7:30pm (doors open at 6:30pm) at Joplin High School’s Performing Arts Center (2104 N Indiana Ave, Joplin, MO 64804). 

The Annie Moses Band’s performance will be the third and final installment of Connect2Culture’s inaugural performing arts series, Curtains Up (2017-2018). 

The Annie Moses Band has been inspiring and entertaining audiences for over a decade, bringing their distinctive style of music across the nation and around the world. A captivating blend of folk and classical, the Annie Moses Band is a talented ensemble of songwriters, singers, and musicians, combining technical skill with exhilarating showmanship. 

The Band's innovative sound has delighted audiences around the world—in record breaking numbers of airings on PBS and on stages as diverse as Carnegie Hall and the Grand Ole Opry. The members of the Band are also family. 

Veteran composer, Bill Wolaver, weaves musical styles together into cinematic arrangements while the virtuosic siblings bring Juilliard-honed chops to Nashville-styled music-making.

Financial Reports


Mr. Wood noted the monthly cash flow statement for January 8, 2018, and asked if we received the estimated county taxes of 2.6 million dollars. Ms. Rand said we have about half of it and should receive the remainder as expected. Dr. Methvin noted she has already responded to a few questions regarding the checks. Mr. Wood said there are three sets of checks this month for November 13-30, December 1-31, 2017, and January 1-8, 2018. Without further discussion, checks in the amount of $2,885,238.95 were approved ON MOTION by Mrs. Andris, seconded by Mr. Vancuren, and unanimously carried. The rest of the fund balances and agency accounts were reviewed. Mr. Wood said the Current Fund Balance looks good compared to the previous year. He said although refunds caused Transport Training revenues to drop some, they are coming back from the few slower weeks that they had. Dr. Methvin noted a lot of outstanding receivables in the Maddox Hill Behavior Support Center, but they will come in. The rest of the Centers were reviewed as well as the Revenue and Expenditure Accounts. Dr. Methvin said there is nothing unanticipated this month.

Film noir symposium scheduled at Missouri Southern

A symposium on French “film noir” (dark film) will be held Tuesday, Feb. 6, at Missouri Southern State University.

Sponsored by the Harrison and June Kash International Film Society, the event will feature a presentation by Dr. Alan Singerman, professor emeritus of French at Davidson College in North Carolina.

Singerman will speak on “French Film Noir” in Context” at 11 a.m. in Plaster Hall’s Cornell Auditorium. He will join Dr. Zak Watson and Dr. Bill Kumbier from MSSU’s Department of English and Philosophy at 3 p.m. in Billingsly Student Center’s Phelps Theater for a panel discussion centering on the genre of film noir, with a special focus on film noir as a style and as a form of narrative.

At 7 p.m. in Cornell Auditorium, Singerman will introduce and show the 1955 suspense classic “Diabolique.”

Film noir is a type of film popularized by Hollywood in the postwar period but whose classical version appeared from about 1940-58, with films by such celebrated directors as John Huston, Howard Hawkes, Orson Welles, Billy Wilder and Otto Preminger.

“No one can say whether it is a genre, a cycle, a style, or simply a ‘phenomenon,’ but it generally features crime stories with investigators, gangsters, femmes fatales, vulnerable males, and psychotic killers in dark, shadowy urban environments and seedy hotel rooms, bars, and nightclubs,” said Singerman. “The prevailing mood is cynical, pessimistic, and morally ambivalent, with a strong sense of alienation.”



“Diabolique,” directed by the celebrated French filmmaker Henri-Georges Clouzot, is set in a seedy private school, where the wife and mistress of the domineering and cruel head of the school plot his murder.

“They achieve their ends, but then the body disappears, and sightings of the dead husband, alive, begin to be reported,” said Singerman. “The denouement of the film is so unexpected and shocking that Clouzot begged spectators not to reveal it to their friends before they saw the film.”

Golden City man rushed to area hospital after apparent suicide attempt

On 01-25-2018 the Barton County Sheriff's Office received a 911 call of a subject on Mill Street in Golden City who had taken too much medication and was attempting self harm with a knife. 

The Barton County Ambulance and Deputies from the Sheriff's Office responded to the home. Deputy Sheriff Ron Kirby was already on patrol in the town of Golden City and went on scene a few short minutes after the call came in. 

Deputy Kirby stayed with the subject who was drifting in and out of consciousness until the medical personnel arrived on scene. A 47-year-old male was transported by a medical helicopter to a local hospital for medical treatment.
