Joplin motorcyclist injured in accident on 171
A Joplin man was injured in a two-vehicle accident 4:30 a.m. today on MO 171, a half mile east of Carterville.
According to the Highway Patrol report, a 2018 Dodge Ram driven by Edward M. Ibarra, 26, Carthage, was following too closely and struck a 2008 Honda motorcycle driven by Ronald L. Hall, Joplin.
Hall was treated for moderate injuries at Mercy Hospital, Joplin.

Joplin Police rescue 20-month-old accidentally locked in car in dangerous heat

At lunch time Friday we got a call to Hardee’s at 18th and Main of a 20-month-old child locked in a car with windows up, not running.

At lunch time Friday we got a call to Hardee’s at 18th and Main of a 20-month-old child locked in a car with windows up, not running.
A pure accident occurred where the male and female pulled up to Hardee’s, got out of car to get child out of backseat and had accidentally left key in vehicle and locked it in process so they called us.
An officer two blocks away responded and assessed the situation while an officer five blocks away arrived and made a quick attempt to gain entry that failed.
Dispatch told officers it was 90 degrees and they saw the child was very hot and sweating already and knew the dangers involved with a hot vehicle. The second officer carries a window punch and used it to break the window furthest from the child to avoid injury to them. The child was rushed into Hardee’s where he quickly cooled down with ice water and cold cloths provided by Hardee’s staff.
We remind the community accidents happen, but in this heat a quick response is vital to keep kids safe! Thank you Hardee’s for the help!

Informational meeting planned at Battle of Carthage State Historic Site

Battle of Carthage State Historic Site invites the public to a combined informational meeting beginning at 6 p.m. Thursday, July 5, at the historic site. The public is invited to share comments about the Battle of Carthage and Osage Village state historic sites and their operations. Historic site staff will be on hand to provide information and answer questions.
Input from the public is important to Missouri State Parks. These informational meetings, which are being held in all state parks and historic sites, help create two-way communication with the public. The meetings give staff the opportunity to let people know the current status and future plans for the park or historic site, and they offer visitors the opportunity to comment on the facilities.

The Joplin Independence Day Celebration will kick off on Wednesday, July 4th at 6:00 p.m. at the Fred G. Hughes Stadium on the campus of Missouri Southern State University.
“Missouri Southern has been a great partner,” said Paul Bloomberg, Director of Parks & Recreation. “The City and Missouri Southern have a great relationship and we feel moving the event to their campus will help grow the July 4th Celebration since they have such a great venue for hosting this type of event.”
The 2018 Joplin Independence Day Celebration, sponsored in part by Academy Sports & Outdoors, will feature games for the whole family, live music by The Mixtapes, and food trucks. Inflatables and bounce houses will be available for an additional fee. Unlimited bounce wristbands will be $10/child.
Event Schedule:
- 6:00: Food Trucks open, Games & Inflatables begin, and the stadium opens for visitors
- 7:00: Live Music by The Mixtapes
- 9:45: Fireworks
The football stadium is a NCAA regulation field and no one will be allowed on the football turf. Seating is available in the stadium and along the grass around the field.

MSSU professor Gilbert-Saunders receives Governor's Award for Excellence in Education
Dr. Lynell Gilbert-Saunders, an associate professor of chemistry at Missouri Southern State University, was the recipient of the 2018 Governor’s Award for Excellence in Education.
The award is presented to an outstanding faculty member from each participating higher education institution in the state. A non-monetary recognition, it is based on effective teaching, effective advising, service to the university community, commitment to high standards of excellence and success in nurturing student achievement.
This spring, Gilbert-Saunders was one of 15 educators from Missouri colleges and universities invited to attend an awards reception at Lincoln University in Jefferson City. Gov. Mike Parsons, then lieutenant governor, was on hand to welcome the recipients and speak about the importance of higher education.
“It made me proud that the faculty and students had so much confidence in my abilities,” said Gilbert-Saunders. “Teaching is about being able to mentor and communicate effectively with people who are trying to learn. This award validated that for me.”
Dr. Marsi Archer, dean of the School of Arts & Sciences, said Gilbert-Saunders’ combination of high standards and kindness to her students sets her apart.
“She truly wants her students to learn and she is able to gently guide and push them to competence in chemistry,” Archer said. “She relates chemical principles to everyday applications and uses great analogies to explain difficult concepts.”
Gilbert-Saunders received her bachelor’s degree in chemistry from Missouri Southern in 1998. She received her Ph.D. from Missouri University of Science and Technology in Rolla, and was hired at Missouri Southern in 2006.
“It was like coming home again, but in a different way,” she said. “I feel like I’m able to carry on a tradition that was very special and influential to me.
“Dr. Larry Albright, who passed away earlier this year, was my chemistry teacher at Missouri Southern and one of my biggest mentors. I’m honored to be able to pass on the knowledge he gave me to the next generation of students.”

The Missouri Department of Conservation is taking over operations of the center, after the national Audubon Society announced restructuring leading to no longer supporting operations.
Warren Rose, Outreach and Education Regional Supervisor for the Missouri Department of Conservation, discusses the transition and future opportunities.
The interview will air at 5:30 p.m. Sunday, July 1; Monday, July 2; Tuesday, July 3; and Thursday, July 5. KGCS programming may be seen over the air on channel 22, and is also available on regional cable television systems.

Jasper County Prosecuting Attorney files kidnapping, robbery assault charges against Joplin, Webb City men

The Jasper County Prosecutor’s Office has filed charges against Moses Ramsey and Sergio Zuniga in this case. Both are charged with Kidnapping in the First Degree, Robbery in the First Degree, Assault in the 1st Degree and Armed Criminal Action. Both are being held on no bond.

Today, 6-27-2018 at 1:11pm the Joplin Police Department received a call that there was a male that had been assaulted and tied up at 2025 South Murphy Avenue.
Detectives responded to the address and attempted to make contact. A female came to the door, spoke to detectives through the secured door but refused to open it. Based on the knowledge that a male in the residence, Moses Ramsey, had city warrants, entry was forced into the residence by Joplin Police Detectives and Officers. Mosey Ramsey was found hiding in a closet and was arrested on his warrants.
A male victim was located in the residence with head trauma and other injuries from being assaulted. METS and Joplin Fire, who had staged in the area for the call, immediately began medical treatment and transported the victim to a local hospital.
Moses Ramsey, 28, Joplin, was arrested for Kidnapping in the 1st Degree, Assault in the 2nd Degree and Armed Criminal Action along with his city warrants. Sergio Zuniga, 24, Webb City was located in the residence and arrested for Kidnaping in the First Degree, Assault in the Second Degree and Armed Criminal Action along with a Newton County Warrant. All charges will be submitted to the Jasper County Prosecutor’s Office. Both Ramsey and Zuniga are in custody at the Joplin City Jail.
Detectives are still on scene conducting an investigation and serving a search warrant on this residence. Additional charges are possible as this investigation is on-going and this release is preliminary information.
Joplin teen identified as pedestrian killed in accident at 20th and Range Line

Update: On 6-28-2018 at 11:08am the unidentified victim in this case died from his injuries at Freeman Hospital. It is also possible that he is younger than first thought, with a medical estimate of 16-20 years of age. We are following up on numerous leads of his possible identity.

Officers arrived and located a male in the roadway with serious injuries. The pedestrian was crossing Range Line westbound and walked into the path of a southbound vehicle. He was transported to a local hospital by EMS in serious condition.
The driver of the vehicle was not injured. The Joplin PD crash team continues to investigate. The name of the pedestrian is not known at this time.

Lamar residents injured in motorcycle accident on 160
Two Lamar residents were injured in a one-vehicle accident 11:30 a.m. today on U. S. 160, three miles east of Lamar.
According to the Highway Patrol report, a 1996 Yamaha motorcycle driven by James W. Seaton, 39, Lamar, ran off the right side of the roadway and overturned, ejecting both occupants.
Seaton and a passenger, Kateland E. Seaton, 19, Lamar, were treated for moderate injuries at Mercy Hospital, Joplin.
According to the Highway Patrol report, a 1996 Yamaha motorcycle driven by James W. Seaton, 39, Lamar, ran off the right side of the roadway and overturned, ejecting both occupants.

Joplin Police need help identifying pedestrian seriously injured in accident at 20th and Range Line
We are seeking to identify a pedestrian involved in a crash at 20th and Range Line at 10:18 this morning. This pedestrian has sustained life threatening injuries and we are trying to notify his family.
We can release the following information in hopes of reaching someone that may know him:
-White male, estimate to be around the age of 20
-Medium build 5’10’’ to 6’ tall.
-Brown hair, slightly curly
-He was wearing jeans and a black t-shirt
-He wore the black Nike shoes with white bottoms. They appeared to be rather new.
-He is clean shaven and has no tattoo’s or distinguishing marks.
-He was first observed walking across the Home Depot parking lot and crossed Wallgreens where he entered Range Line.
-He was walking west across Range Line westbound.
-There was an electronic device on the ground, possibly an MP3 player near the point of impact. It is unknown if that was on the ground already or fell from his person. It is blue and purple.
-A fingerprint scan returned no result.

Joplin Police Department investigates car-pedestrian collision at 20th and Range Line
(From the Joplin Police Department)
On June 27 at 10:18 AM, officers were called to 20th and Range Line for a vehicle crash involving a pedestrian.
On June 27 at 10:18 AM, officers were called to 20th and Range Line for a vehicle crash involving a pedestrian.
Officers arrived and located a male in the roadway with serious injuries. The pedestrian was crossing Range Line westbound and walked into the path of a southbound vehicle. He was transported to a local hospital by EMS in serious condition.
The driver of the vehicle was not injured.
The Joplin PD crash team continues to investigate. The name of the pedestrian is not known at this time.
Joplin, Webb City men arrested on assault, kidnapping charges
Today, 6-27-2018 at 1:11pm the Joplin Police Department received a call that there was a male that had been assaulted and tied up at 2025 South Murphy Avenue.
Detectives responded to the address and attempted to make contact. A female came to the door, spoke to detectives through the secured door but refused to open it. Based on the knowledge that a male in the residence, Moses Ramsey, had city warrants, entry was forced into the residence by Joplin Police Detectives and Officers. Moses Ramsey was found hiding in a closet and was arrested on his warrants.
A male victim was located in the residence with head trauma and other injuries from being assaulted. METS and Joplin Fire, who had staged in the area for the call, immediately began medical treatment and transported the victim to a local hospital.
Moses Ramsey, 28, Joplin, was arrested for Kidnapping in the 1st Degree, Assault in the 2nd Degree
Detectives are still on scene conducting an investigation and serving a search warrant on this residence. Additional charges are possible as this investigation is on-going and this release is preliminary information.
Neosho man injured crashing into fence
A Neosho man was injured in a one-vehicle accident 9:50 p.m. Tuesday on Iris Road, four miles north of Neosho.
According to the Highway Patrol report, a 2006 Chevrolet Monte Carlo driven by John A. McGonigle, 33, Neosho, ran off the roadway and struck a fence.
McGonigle was treated for minor injuries at Freeman West Hospital.

Carthage woman cited for DWI after failing to stop for stop sign and crashing into unoccupied residence
A Carthage woman was charged with driving while intoxicated following a one-vehicle accident 11:35 p.m. Tuesday on MO 96, three miles east of Carthage.
According to the Highway Patrol report, a 2016 Kia Soul driven by Bethany A. Norwood, 27, Carthage, failed to stop for a stop sign, struck a ditch and an unoccupied residence.
Norwood, who was treated for minor injuries at Freeman West Hospital, Joplin, was also charged with misdemeanor possession of marijuana, possession of drug paraphernalia, no insurance and failure to stop at a stop sign.

Washburn man airlifted to Freeman after ATV accident on Sugar Creek Road
A Washburn man was injured in a one-vehicle accident 8:20 p.m. Monday on Sugar Creek Road, four miles east of Powell.
According to the Highway Patrol report, a 2005 Kodiak Yamaha ATV driven by Kevin M. Haley, 39, Washburn, traveled off the roadway and overturned.
Haley was airlifted for Freeman West Hospital, Joplin, to be treated for serious injuries.

Michael Sanders hired as MSSU Dean of Admissions
The Admissions Department at Missouri Southern State University will be under new leadership with the hiring of Michael Sanders as the university’s new Dean of Admissions.
Sanders, who comes to Missouri Southern with more than 12 years of higher education and recruitment experience, currently serves as the Director of Recruitment at the University of Idaho, where he supervises a team of 15 recruiters for the four-campus institution. The University of Idaho has a student population of approximately 12,000.
“What drew me to this position was the opportunity to work alongside the faculty, staff and administration here who have a deep and vested interest in student access to higher education and their success therein,” Sanders said. “I look forward to joining the Lion family and working to enhance the recruitment processes that have already been established at Missouri Southern.”
Prior to his role at the University of Idaho, Sanders previously served as Assistant Director of Recruitment and Academic Services at Arizona State University, focusing specifically on building relationships with community colleges.
In March, Sanders was named vice chair for the American Association of Collegiate Registrars and Admissions Officers’ recruiting and marketing committee. The association is comprised of more than 2,600 institutions in more than 40 countries.
A native of Idaho, Sanders received his master’s degree in higher- and post-secondary education from Arizona State University. He is currently finishing a Ph.D. in higher education leadership from Colorado State University. Sanders and his wife, MaChel, have two children, Hannah, 11, and Garrett, 7.
“The Dean of Admissions plays a critical role in the development and oversight of our new student recruitment at MSSU,” said Dr. Brad Hodson, executive vice president. “I’m excited Michael and his family have made the decision to be part of this institution, and for him to bring his energy and perspective to such a high-achieving team.”
Sanders will replace Derek Skaggs, who is retiring from the position after 21 years of service to Missouri Southern. Sanders will begin his new role on Aug. 13.

This guy robbed a gas station with a handgun. He even pointed the gun at the female clerk in broad daylight, so we consider him to be dangerous.
We have two additional photos we are releasing now from him visiting another gas station earlier in the day, along with the robbery photo we shared Saturday. The 90's Jeep Cherokee is rather unique, somebody knows whose vehicle that is.
Another clue, he likes scratch off lottery tickets. We also think he MIGHT not be local so share away until he is identified.

Barton County Sheriff: Do you know this suspect in Elks Lodge burglary?
The Barton County Sheriff's Office is asking for the communities help in identifying a man who is a suspect in a burglary case.
Between the hours of 3 a.m. and 4:30 a.m. on June 21, the Elks Lodge on Northeast 1st Lane was burglarized.
The photographs are from surveillance at the building. It is believed that this individual may have ties to family or friends in the Tulsa Oklahoma area or the Kansas City Missouri area. It is believed that the man is in a 97-03 Toyota Sienna style Mini Van.

Joplin Police Department searching for missing teen
(UPDATE: The teen has been located and is safe.)
The Joplin Police Department is asking for help from the public in locating a missing juvenile. Kaden Huff, 15 years old, was reported missing on June 21st. He was last seen wearing a red shirt, black pants and had a backpack.

Golden City man injured in two-vehicle crash
A Golden City man was injured in a two-vehicle accident 3:25 p.m. today on SE 100th Lane, one mile southwest of Golden City.
According to a Highway Patrol report, a 2015 Ford F350 driven by Justin V. Dostal, 58, Mount Vernon, and a 1991 Dodge Dakota driven by James A. Hilbert, 35, Golden City, met at an uncontrolled intersection.
Dostal failed to yield and the vehicles struck left front to right front.
Hilbert was treated for moderate injuries at Cox Barton County Hospital, Lamar.

Suspect sought in armed robbery at Zips Convenience Store, 2115 Connecticut Avenue
Saturday around 2:21 pm Joplin Police Department responded to 2115 S Connecticut Avenue (Zips Convenience Store) in reference to an armed robbery that had just occurred.
Officers responded to the scene and detectives were called in. At this time the suspect is described as a black male, approximately five feet seven inches to five feet nine inches tall. The suspect is described to be of muscular build. The suspect was wearing a black baseball style cap with an unreadable logo on the front, dark gray shirt and gray pants. The suspect left the store with an undisclosed amount of money and merchandise.
The suspect fled the scene in what was described as a black or dark colored 1990’s model Jeep Cherokee. He was armed with a handgun that he displayed to the clerk during the robbery.
No one was injured as a result of the robbery and the investigation is ongoing.

Liberal man charged with DWI following injury crash
A Liberal man was charged with driving while intoxicated following a one-vehicle accident 3:20 p.m. Saturday on NW 30th Road, one mile southeast of Liberal.
According to the Highway Patrol report, a 1998 Ford F150 driven by Stephen P. Riley, 42, Liberal, lost control on gravel, ran off the roadway and struck a utility pole causing a grass fire.
Riley, who was also cited for failure to drive on the right half of the roadway, no valid license and failure to register, refused treatment for minor injuries.
A passenger, Lucky B. Phelps, 49, Liberal, was treated for moderate injuries at Freeman West Hospital, Joplin.

Webb City man killed, two others injured in crash on Spurgeon Road
A Webb City man was killed and two other people were injured in a one-vehicle crash 2:35 a.m. today on Spurgeon Road, five miles south of Joplin.
According to the Highway Patrol report, a 2017 Hyundai Santa Fe driven by Jarrod L. McGuirk, 35, Webb City, ran off the right side of the road and crashed into a tree and began to overturn.
Newton County Coroner Dale Owens pronounced McGuirk dead at the scene.

A Joplin man drowned in Shoal Creek 8:44 p.m. Saturday, according to the Highway Patrol.
Brad A. Windle, 44, was swimming, went under the water and never resurfaced. His body was recovered by Newton County rescue divers.

LAMAR CITY COUNCIL MINUTES
THIEBAUD MEETING ROOMS
June 18, 2018 6:00 p.m.
The council met in regular session. The meeting was called to order by Mayor Harris. Members held a moment of silent prayer followed by the Pledge of Allegiance.
On roll call, the following members answered present: Brian Griffith, Mike Hull, Logan Powell, Max Simmons, Bill Talbott, Judd Chesnut, Mark Gardner and Steve Gilkey. Also attending, City Administrator - Russ Worsley, City Clerk – Bev Baker, Police Chief – Rusty Rives, Fire Chief – Larry Beatty, City Attorneys – Steven Kaderly and Belinda Kaderly.
Alderman Gilkey made the motion to approve the minutes of the May 21, 2018 Regular Session City Council meeting. Alderman Simmons seconded the motion. On vote, all members voted yes.
The Public Good and Welfare portion of the meeting was held. This portion is open to any citizen who would like to address the Council. The following discussed keeping the lap and indoor pools open: Abigail Kluhsman, Brittanica Born, Denise Williams, Laurann Robertson, Linda Peacock, Ray Adams Divine, Cameron Bailey, Lyman Burr, Emma Moore, and Jessica Zamora. There were also petitions presented to the Council for reopening the pool. Next the Council discussed the options for the pool. Alderman Simmons made the motion to accept the following: Summer hours have the lap pool available for Tigersharks in the morning Tuesday, June 19 to Friday, August 3. The indoor pool will be open 8-8 Monday and Thursday, 8-7 Tuesday and Wednesday. Lap pool open to the public Monday, Tuesday, Thursday, Friday and Saturday 1-6; Wednesday 1-5 and Sunday 1-6. Staffing needs are a manager, 1 swim team guard, 1 indoor morning guard (this could also be manager to save cost); 36 guard hours per day, 1 receptionist, 1 concessionaire. The approximate cost is $26,869.46. Off season indoor pool keeps the same operational hours: Monday-Thursday 8 am – 7 p.m. and Friday 3:30-6 p.m. for high school swim team only. Staffing needs are a manager and 1 swim team/evening guard. The approximate cost is $35,501.60. Alderman Hull seconded the motion. On vote, all members voted yes.
Phil Carroll from Finley Engineering discussed the 10-year plan for the Electric. His recommendation is to remove the 4KV lines. This recommendation has been requested since 1998.
Chief Rives discussed the Police reports. Chief Beatty discussed the fire reports.
Alderman Simmons Chairman of the Administrative committee discussed the increase in wages for the 2018-2019 budget. Alderman Simmons made the motion to increase hourly rate of pay .30 per hour, by merit. Alderman Chesnut seconded the motion. On vote, all members voted yes.
Alderman Hull turned the discussion of Economic Development over to Astra Ferris. Ms. Ferris discussed having several projects in the works. She is busy completing RFIs and recently had five different site visits. Alderman Gilkey Chairman of the Public Expenditure committee meeting discussed the budget. Alderman Simmons Chairman of the Utility Committee discussed the increase of sanitation, water and sewer rates. He requested raising residential sanitation rate from $11.00 to $15.00. The commercial rates will be reviewed later. Alderman Simmons made the motion to approve the residential increase. Alderman Talbott seconded the motion. On vote, all members voted yes. Members reviewed the list of bills. Alderman Hull made the motion to pay the bills. Alderman Simmons seconded the motion. On vote, all members voted yes.
Mayor Harris read the Treasurer’s Report for May 2018. Alderman Simmons made the motion to approve the Treasurer’s Report. Alderman Talbott seconded the motion. On vote, all members voted yes.
The Municipal Court Report was presented for the month of May 2018. The outstanding balance is $136,114.98. Alderman Simmons made the motion to approve the report. Alderman Chesnut seconded the motion. On vote, all members voted yes.
Mayor Harris discussed adding one-half (1/2) of one percent sales tax for use in the parks. Members were in favor of adding this to the ballot in the November 2018 ballot. The city attorney will prepare an ordinance for the July 2018 meeting to consider for Council’s approval.
Mayor Harris opened the public hearing for the 2018-2019 budget at 9:02 pm. With no one speaking Mayor Harris closed the public hearing at 9:03 pm. Next the 2018-2019 budget was presented. After discussion Alderman Gilkey made the motion to approve the 2018-2019 budget. Alderman Hull seconded the motion. On vote, all members voted yes.
The Annual Liquor License were presented for approval. Alderman Chesnut made the motion to approve the license. Alderman Simmons seconded the motion. Alderman Talbott abstained. On vote, all other members voted yes.

ESTABLISHING THE NEW SCHEDULE OF RATES TO BE CHARGED FOR ELECTRICITY, WATER AND SEWER, CLASSIFYING THE TYPES OF USERS THEREOF, THE CONDITIONS THEREFORE, AND THE EFFECTIVE DATE THEREOF. Said bill being furnished in advance for all Alderpersons and also posted at City Hall for public inspection prior to the meeting was read by title only for the first reading. Alderman Hull made the motion to approve this bill. Alderman Simmons seconded the motion. On vote, all members voted yes. Said bill being furnished in advance for all Alderpersons and also posted at City Hall for public inspection prior to the meeting, was read by title only for the second and final reading. Alderman Chesnut made the motion to approve this bill. Alderman Talbott seconded the motion. On vote, all members voted yes. A Jay, Oklahoma man was injured when he was struck by a car while he was walking partly on the roadway 11 p.m. Friday on MO 43, one mile east of Tiff City.

Citizen reports lead to JPD arrests of two drunk drivers

We had a couple of community members call in last night and report impaired drivers they were following. Our officers were able to catch up to both drivers, who were extremely intoxicated, and witness their dangerous driving and arrest them for DWI. Thank you for those calls.
To those that still want to take the risk to drive impaired, we have eyes everywhere. It’s not just the police cars you have to watch out for, the community is watching too. Plan ahead and make the right choice.

Jasper woman injured in two-vehicle accident on I-49
A Jasper woman was injured in a two-vehicle accident 10:12 p.m. Friday on I-49, south of MO 171 in Carthage.
According to the Highway Patrol report, a 2012 Kenworth Tractor Trailer driven by Joshua M. Pape, 24, Blooming Prairie, Minnesota, attempted to pass a 2004 Chevrolet Impala driven by Janice K. DeGraff, 67, Jasper, but struck the DeGraff vehicle with its trailer unit.
DeGraff was treated for minor injuries at Mercy McCune-Brooks Hospital, Carthage.

Joplin Public Library (JPL) is continuing to ROCK! the summer with two more programs next week!
JPL will host flutist Mark “Wandering Bear” Barger for a Children’s program at 2 p.m. on Tuesday, June 26. Mark will share Native American music through a variety of flutes and other percussion instruments. Children will be invited to be active participants in this program.
On Saturday, June 30, Kufara marimba band will provide an energetic musical performance with music influenced by the Zimbabwean culture. This program starts at 4 p.m. and is recommended for all ages.
Come join us for some music and fun with these two special performers!
