Lamar City Council minutes provided

LAMAR CITY COUNCIL MINUTES
THIEBAUD MEETING ROOMS 
September 17, 2018 6:00 p.m. 

The council met in regular session. The meeting was called to order by Mayor Harris. Members held a moment of silent prayer followed by the Pledge of Allegiance.

On roll call, the following members answered present: Mark Gardner, Steve Gilkey, Brian Griffith, Mike Hull, Logan Powell, Max Simmons and Judd Chesnut. Bill Talbott was absent. Also attending, City Administrator - Russ Worsley; City Clerk – Bev Baker; Police Chief – Rusty Rives; Fire Chief – Larry Beatty; City Attorney – Steven Kaderly.

Alderman Gilkey made the motion to approve the minutes of the August 20, 2018 Regular Session City Council meeting. Alderman Simmons seconded the motion. On vote, all members present voted yes.


The Public Good and Welfare portion of the meeting was held. This portion is open to any citizen who would like to address the Council. Kevin McDonald from Smith Seed thanked Mayor Harris and the City of Lamar for helping with getting his company established. He is looking forward to a long-term relationship with the City. Chief Rives discussed the Police reports. Chief Beatty discussed the fire reports. Astra Ferris discussed the Economic Development report. Members reviewed the list of bills. Alderman Hull made the motion to pay the bills. Alderman Simmons seconded the motion. On vote, all members present voted yes

Mayor Harris read the Treasurer’s Report for August 2018. Alderman Simmons made the motion to approve the Treasurer’s Report. Alderman Chesnut seconded the motion. On vote, all members present voted yes.

The Municipal Court Report was presented for the month of August 2018. The outstanding balance is $158,748.02. Alderman Hull made the motion to approve the report. Alderman Simmons seconded the motion. On vote, all members present voted yes.

City Clerk Bev Baker discussed adding on-line bill payment for Court and Utility payments. There is a onetime cost of $2028 and an annual fee of $1,228 for INCODE adding the module for processing the credit cards. Alderman Simmons made the motion to approve $3,256 to accept payment on line and amend the budget. Alderman Hull seconded the motion. On vote, all members present voted yes.

Mayor Harris presented Council Bill No 1859 AN ORDINANCE TO AUTHORIZE THE MAYOR TO SIGN AN MPUA MUTUAL AID AGREEMENT. Said bill being furnished in advance for all Alderpersons and also posted at City Hall for public inspection prior to the meeting was read by title only for the first reading. Alderman Hull made the motion to approve this bill. Alderman Gardner seconded the motion. On vote, all members present voted yes. Said bill being furnished in advance for all Alderpersons and also posted at City Hall for public inspection prior to the meeting, was read by title only for the second and final reading. Alderman Simmons made the motion to approve this bill. Alderman Chesnut seconded the motion. On vote, all members present voted yes. Therefore, the Mayor declared said bill had been duly adopted and numbered Ordinance 1841. The ordinance was signed and approved by the Mayor and attested by the City Clerk and the seal of the City affixed thereto.

City Administrator Russ Worsley requested the additional $18,850 for Street Department to purchase a bush hog. Alderman Hull made the motion to approve the amendments as presented. Alderman Powell seconded the motion. On vote, all members voted yes.

Mayor Harris presented appointments to committees requesting approval of the Council. Alderman Simmons made the motion to approve the appointments as presented. Alderman Powell seconded the motion. On vote, all members voted yes.

Mayor Harris reviewed the following reports: Budget Analysis Cash and Investments by Fund Comparison of Bills and Financial Statements Economic Development Electric Sales Expenses – Not Budgeted Methane Gas Generator Income and Expense Nuisance Structures Pooled Cash Report Sales Tax Revenue TATS City Administrator, Russ Worsley discussed his report.

Mayor Harris started the round table discussion by announcing the Lamar Lake National Water Quality Initiative on Tuesday September 18, 2018 6:00 pm to 8:00 pm at Thiebaud Auditorium. He also discussed the city-wide garage sales to be held Friday and Saturday September 21st and 22nd .

City Clerk Bev Baker reminded everyone of the Council’s decision not have the fall city wide pick up normally held after the garage sales. The Council requested information be publicized to inform the citizens of the change.

Mayor Harris also discussed the Public Forum to be held on October 23, 2018 at Thiebaud to discuss the park sales tax that will be on the November 6, 2018 ballot. Mayor Harris asked if there was any more business to come before the council, if not, a motion to adjourn would be in order. Alderman Simmons made the motion to adjourn. Alderman Chesnut seconded the motion. On vote, all members present voted yes. Therefore, the meeting was adjourned at 7:28 p.m.
