So you want to be a City of Joplin Public Works Director

PUBLIC WORKS DIRECTOR

Description:

Under general direction, plans, organizes and administers the public works functions of the City of Joplin. This position reports to the City Manager.

General Duties and Responsibilities:

The following duties are normal for this title. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Attendance and dependability. Must maintain confidentiality.

General Tasks and Responsibilities:
While following tasks are necessary for this position, they are not an essential part of the duties of this position and may also be performed by other employees.

Organizes, coordinates, and directs, through subordinate supervisory staff, the work of crews involved in a variety of public works oriented activities, including street maintenance and repair, wastewater treatment operations, public transportation operations, public works inspections, and the operation of the airport.

Assesses/evaluates the need for new or expanded services or activities in these areas and makes appropriate recommendations to the City Manager and City Council.
Prepares annual budget request and manages operating and capital budgets, including determining priorities and allocating resources.

Selects, trains, monitors, reviews and evaluates the work of subordinate supervisory staff to ensure that all operating divisions are achieving expected/established service levels and maximizing resource usage.

Meets with the public to explain various services and to identify and resolve problems and complaints.

Sets goals and expectations of staff to ensure that overall City objectives and projects are clearly understood and steps are taken to accomplish.

Confers with and provides technical engineering advice to engineering staff, consulting engineers and contractors regarding the design, construction, maintenance, and repair of streets, sidewalks, sewer lines, traffic controls, and municipal structures and facilities.

Oversees the review and approval of engineering drawings, plans, and blue prints to ensure compliance with established project specifications and established engineering standards.
Prepares project status reports and budget estimates.

Confers and coordinates activities with State, Federal, and local engineering, environmental, and public works agencies/organizations.

Speaks before various civic and professional organizations on Public Works matters; presents periodic reports to the City Manager and City Council regarding Public Works Department operations.

General Physical Requirements:

Language Ability and Interpersonal Communication

Skill in establishing and maintaining effective working relationships with elected City officials, other Department management staff, and the public.

Mathematical Ability

Judgment and Situational Reasoning Ability

Knowledge of the principles and practices of public administration, including budgeting, program planning/development, project management, and employee training and supervision.
Knowledge of civil engineering, public works, and municipal utility operations.
Knowledge of management principles as related to overseeing a large diverse department.
Knowledge of Joplin City Charter/Code regarding public works functions/activities.

Physical Requirements

Requires high levels of sitting and standing; manual dexterity sufficient to operate essential job related equipment such as computers, typewriters, FAX machines, copiers, and telephones.
Must be sighted, hearing, and mobile to such a degree as not to compromise safety rules or the safety of self or others while working.

Environmental Adaptability

Skill in managing multi projects and tasks concurrently.
Skill in interpreting complex public works oriented engineering designs, drawings, plans, and regulations.
Skill in evaluating complex public works oriented engineering designs, drawings, and plans to ensure compliance with established project specifications and engineering standards.
Skill in planning, organizing, actuating, directing and control of a municipal public works program

General Qualifications:

A bachelor’s of Science degree in Engineering accredited by the Accreditation Board for Engineering and Technology, Inc. (ADET).
Experience equivalent to five years of professional engineering, five to seven years of upper management level supervisory experience preferably in a public works setting.
Shall be a professional engineer to be registered in the State of Missouri within one (1) year of assuming the position.
Must possess a valid driver’s license and be able to successfully complete a thorough background check, and successfully complete a physical exam and drug test.
