So you want to be Neosho's Parks and Recreation director

(The City of Neosho has posted the following opening for Parks and Recreation Department director)

PARKS AND RECREATION DIRECTOR
DEFINITION
To plan, develop, schedule, direct, implement and evaluate a year-round, city-wide parks and recreation program; coordinate department activities, special projects and city events; oversee planting, repair and maintenance operations for all city parkland; prepare the department’s annual budget and ensure fiscal viability of all department programs and facilities. This is an exempt position.

SUPERVISION RECEIVED AND EXERCISED

Reports to the City Manager.  Exercises supervision over an administrative assistant, and all full and part-time department staff responsible for sports, park and recreation activities.

EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIESImportant responsibilities and duties may include, but are not limited to, the following:

Essential Responsibilities and Duties
  1. Administers, plans, and evaluates diversified recreation programs in city parks, playgrounds, and recreation center including staffing levels, budgets and financial goals.
  2. Oversees planting, repair and maintenance operations for all city park land.
  3. Establishes the department’s priorities, goals, and objectives through collaboration and consultation with City Manager and department staff.
  4. Participates in long range and comprehensive planning to meet future recreational and park maintenance/development goals. 
  5. Oversees department’s sports programs including sign-ups and scheduling games and officials for games.
  6. Assists employees in determining professional goals and evaluates employee performance.
  7. Prepares employee work schedules; accommodates work assignments, employee training, vacations, overtime, shift rotations and back up for absent employees.
  8. Prepares and monitors department’s annual budget.
  9. Develops policies, procedures and priorities to meet established goals and objectives.
  10. Makes presentations to city council.
  11. Will seek out, research and communicate grant opportunities that would be of benefit to the programs this position oversees.
Other Important Responsibilities and Duties
  1. Ensures equipment, machinery, tools and supplies are properly inventoried and maintained.
  2. Oversees payroll and ensures accuracy of timesheets prior to processing of payroll.
  3. Represents the City at various professional and public meetings.
  4. Ensures adherence to established safety standards/procedures throughout the department.
  5. Performs other duties as assigned.
  6. Ensures all public buildings, grounds and facilities under this director's authority are safe for public use.
  7. Maintains proper records (per finance department) and accountability for all concession purchases and sales.
QUALIFICATIONS
Knowledge of:
  1. Staff requirements and staffing abilities for effective program implementation.
  2. General management responsibilities for planning, organizing, staffing, coordinating, reporting and budgeting.
  3. Personnel management policies, procedures, and their applications.
  4. Methods, techniques, materials, equipment and safety precautions used in planning, maintaining and operating parks and recreational programs and associated facilities and grounds.
  5. Budget preparation and management.
Ability to:
  1. Coordinate multiple and complex program goals simultaneously.
  2. Delegate authority and responsibility.
  3. Calculate program cost figures accurately.
  4. Prepare accurate and concise revenue and expense reports.
  5. Inspect parks, recreational and other department facilities and programs and recommend necessary changes.
  6. Promote parks and recreational programs.
  7. Make decisions on procedural and technical levels involving work of one or more subordinates.
  8. Review, classify, categorize, prioritize, and/or analyze data and/or information.
  9. Establish and maintain effective working relationships with the City Manager, other department heads, subordinates, elected officials and the general public.
  10. Enter data or information into a terminal, PC, or other keyboard device.
  11. Prepare clear and concise administrative and financial reports.
  12. Communicate clearly and concisely, both orally and in writing.
EXPERIENCE AND TRAINING GUIDELINES
Bachelor’s Degree preferred from an accredited college or university in a field relevant to parks and public recreation,  or any equivalent of a combination of three (3) years of education and experience relevant to parks and public recreation field.
WORKING CONDITIONS
Environmental Conditions
Work is performed in both office and exterior environments amid normal conditions of dust, odors, fumes, noises, precipitation, traffic hazards and extreme temperatures.

Physical Conditions
Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting, standing, and walking for prolonged periods of time. 
Tools and Equipment 
Computer, calculator, copier, printer, phone, backhoe, skid loader, dump truck, and industrial mowers.
Miscellaneous Requirements
  1. Will be subject to background investigation and possible consumer credit reporting investigation.
  2. Must successfully complete pre-employment substance abuse testing.
  3. Will be subject to random substance abuse testing.
