Joplin City Clerk Barbara Hogelin was named Outstanding City Clerk of Missouri during the Missouri City Clerks and Finance Officers Association (MoCCFOA) annual conference held last week. Hogelin has served as the Joplin City Clerk for nearly 20 years. Prior to that, she held the Deputy City Clerk position.
This award recognizes a City Clerk or Finance Officer who has demonstrated outstanding service and commitment to their municipality, community, and professional organizations. Minimum requirements for the Outstanding Clerk Award include:
*City Clerk or Finance Officer for a municipality in the State of Missouri, serving at least five years.
*Active, participating member of the Missouri City Clerks and Finance Officers Association for at least five years.
* Holds the Missouri Registered City Clerk (MRCC) or the IIMC Certified Municipal Clerk (CMC) designation.
Throughout her years as City Clerk, Hogelin has been innovative and developed several programs in order to increase awareness about city government. To help the younger generation understand the significance of city government, Hogelin created and implemented tours and an educational session for the Joplin schools’ curriculum for all third graders. She is still involved in helping with tours and providing information to all who are interested in learning about Joplin government.
She also worked to improve the aesthetics of City Hall. When the City moved its offices to a historic 1910 building in downtown Joplin, (the former Newman’s Department Store), she began planning to have the City’s seal laid in bronze in the center of City Hall. To help pay for this project, she developed a fundraiser offering lighted miniature replicas of the historic building that City Hall occupies. She was successful in raising the money, and the City Seal was installed. Today, everyone entering City Hall can view the City’s Seal in the main lobby because of her efforts.
During the holidays, Hogelin works with two artists and City maintenance staff to decorate the windows of City Hall. She initiated this project to bring back some of the fun holiday themes that Newman’s Department Store offered when it was located at 602 South Main Street..
The Outstanding City Clerk is selected by a committee of her peers. Mary D. Happel, MPCC/CMC served as the 2016-2017 OCC Committee Chair, and presented the award to Hogelin at the organization’s banquet.
The City Council will host a reception in Hogelin’s honor from 4:30 p.m. to 5:45 p.m. on Monday, April 3, prior to the City Council meeting.
