Jasper County receives clean audit; commissioners hear new Carthage parking enforcement plan


Jasper County Commission October 17 Minutes

The General Session for the Jasper County Commission was called to order at 9:00 a.m. on October 17, 2023, in room 101 of the Jasper County Courthouse by Presiding Commissioner John Bartosh. The meeting was opened with a prayer by Jasper County Sheriff Randee Kaiser followed by the pledge of allegiance. 

Presiding Commissioner John Bartosh, Commissioner Darieus K. Adams, and Commissioner Tom Flanigan were present.








Commissioner Adams made a motion to approve the minutes from the October 10, 2023, General Session. Commissioner Flanigan seconded the motion. By unanimous vote, the minutes were approved. 

KPM CPAs, PC. presented the 2022 Jasper County audit. The following were the highlights of the audit: 
Jasper County received a CLEAN opinion which is the best possible opinion. NO noncompliance’s were noted on internal controls over financial reporting that might be material weaknesses or significant deficiencies. The county has made many changes over the past two years to ensure the county complies with Missouri statutes and best practices. The county is doing a great job with its finances and internal controls. Commissioner Adams made a motion to accept the 2022 county audit by KPM CPAs, PC. Commissioner Flanigan seconded the motion. By unanimous vote, the motion passes.






 

Carthage Police Chief Bill Hawkins presented the city’s new plan for parking enforcement on the square. The city-controlled police department will be randomly enforcing the 2-hour parking ordinance. It was stated that they will issue tickets once per day and only one day per week at their discretion. 

Commissioner Adams made a motion to reappoint the following individuals to the Jasper County Mental Health Fund Board of Trustees: Tomie Parsons-Avant, Randy Stanley, Justin Thomas, and Jackie Woolridge. Commissioner Flanigan seconded the motion. By unanimous vote, the motion passes.
