Parsons sex offender arrested for non-compliance on Halloween

On October 31, 2023, Parsons Registered Offender Program (PROP) arrested Johnny Leon Baker for violations of the Kansas Offender Registration Act. 

Information came into the department about possible violations by Baker at the end of August 2023. An investigation was initiated by PROP into the allegations.






 
Baker is required to register as a Lifetime Sex Offender from a 2014 conviction for Aggravated Indecent Liberties with Child. According to the Kansas Bureau of Investigation’s Public Offender Registry website, Baker’s victim was a five (5) year old female.
 
Through the investigation, Baker was found to be in violation of multiple requirements for Registered Sex Offenders. Baker had failed to register his enrollment at Labette Community College, which sits directly north of Garfield Elementary School. Baker failed to annually renew his Kansas Identification Card in September of 2023, as he is required to do. Baker also failed to register quarterly in September as required, per his quarterly registration schedule.







 
Charges are being forwarded to the Labette County Attorney's Office for seven (7) counts of Violation of Offender Registration.

This continues to be an on-going investigation and citizens are encouraged to "See It, Hear It, Report It." All suspects are presumed innocent until proven guilty in a court of law.
