(From Highway Patrol Troop D)Captain Dale O. Jinkens, commanding officer of Troop D, Springfield, is pleased to announce the following promotions.
Effective January 1, 2026, Corporal Matthew Cook was promoted to the rank of Sergeant and designated the supervisor of Zone 11, which serves Jasper County. Cook was appointed to the Missouri State Highway Patrol on July 1, 2008, as a member of the 88th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop C, Zone 5. Cook transferred to Troop D, Zone 9, serving Cedar and St. Clair counties on October 1, 2011. He then transferred to Zone 6, serving Lawrence and Dade counties on October 1, 2012. On May 15, 2016, Cook Transferred to Zone 5, which serves Jasper County. In July 2018, Cook transferred to his current assignment in Zone 11, also serving Jasper County. He was promoted to Corporal on August 1, 2022, and designated the assistant supervisor of Zone 11.
Sergeant Cook graduated from Lamar High School in 2005. He earned a bachelor’s degree in criminal justice from Missouri Southern State University in 2011. Cook is married and has two children.
Effective January 1, 2026, Trooper Sean Goostree was promoted to the rank of Corporal and will serve as the assistant supervisor of Zone 6, which serves Lawrence and Dade counties. Goostree was appointed to the Missouri State Highway Patrol on January 1, 2018, as a member of the 105th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop G, Zone 4, serving Northern Howell and Shannon counties. In 2020, Goostree transferred to his current assignment where he remains.
Corporal Goostree graduated from Wheaton High School in Wheaton, MO, in 2012. He then earned a bachelor’s degree in criminal justice from Missouri Southern State University in 2017
