According to the Highway Patrol report, a 2003 Chevrolet S-10 driven by Charles A. Tullis, 36, Carthage, struck water over the roadway, traveled off the right side of the roadway and overturned.
Tullis was treated for minor injuries at Mercy McCune-Brooks Hospital, Carthage.
