There being a quorum present, the meeting of the Crowder College Board of Trustees of the Community College District of Newton-McDonald Counties, Missouri, was called to order by Board Chair, Mr. Andy Wood, at 10:02am. on Monday, December 7, 2020, for a ZOOM Meeting.

A few moments of silence were observed to prepare for the meeting. No new employees were introduced since we were ZOOMING the meeting. The new employees will be introduced when we return to face to face meetings.
Minutes of Previous Meetings
Minutes of the November 2, 2020, regular meeting minutes were approved as written and previously distributed.
Financial Reports
Mr. Wood noted the monthly cash flow statement. Dr. Coltharp reviewed the checks written, selecting various checks on each page to point out. Board Members asked questions associated with various bills in the report. Mr. Wood noted two sets of checks needing approval for October 8 – October 30, 2020 and November 2 – November 6, 2020. Checks in the amount of $901,375.60 and $667,357.58 were approved ON MOTION by Larry Vancuren, seconded by Al Chapman, and unanimously carried. The remainder of the current fund balances and agency accounts were reviewed. Dr Coltharp addressed Transport Training and said that a lot of changes will happen with retirements and spots not being filled. VP Rand addressed Maddox Hill and stated all schools are still up and running and some schools are requesting additional help.
Personnel
Dr. Coltharp recommended approval of the Retirement of Calvin Wilson, Transport Training Instructor and Curtis Daniels, Computer Network Instructor. A MOTION to approve their retirements with thanks for their service was made by Diane Andris, seconded by Rick Butler and unanimously carried.
Dr. Coltharp recommended approval of the Resignation of James Scott, Transport Training Instructor, Cassandra Hale, Talent Search Advisor and Caitlin Carter, Upward Bound Math/Science Coordinator. A MOTION to approve their resignations with thanks for their service was made by Al Chapman, seconded by Larry Vancuren and unanimously carried.
Dr. Coltharp recommended approval of the following Employment of Martha Nimmo, Student Success Center Assistant, Gary Hall, Custodial Office, Fuad Rawwagah, Physics Instructor, Miriam Davis, Student Support Services Coordinator, Nevada, Yoanna Regis, Upward Bound Academic Coordinator and Cassandra Hale, Director Of Human Resources. A MOTION to approve all employments as recommended was made by Al Chapman, seconded by Diane Andris and unanimously carried.
Budget Revisions
Vice President Amy Rand thanked the Board for their approval of the 2020-2021 Budget in May that had a deficient. The main change in our state appropriations is the Governor released some of the withholding from July. Indirect Funds and State Appropriation helped to increase the revenue lines. VP Rand stated that we are only using around $10,000 of our reserves. A MOTION to approve all budget revisions as recommended was made by Rick Butler, seconded by Diane Andris and unanimously carried
Crowder Human Resource/Payroll Program Review
Michelle Paul, Human Resources Director thanked the Board of Trustees for letting her group help the greatest employees. Michelle introduced her entire team including the new Human Resources Director Cassie Hale. Michelle talked about the new online benefit administration portal, Bernie Portal, which was introduced November 2019 and was used this school year as well. A telehealth service, Teledoc, was also introduced in November 2019 which allowed employees to contact doctors via phone without leaving their home or work. Michelle spoke about the employee tuition program which is currently being utilized by 19 employees and has an annual budget of $30,000.
College Assistant Migrant Program (Camp) Program Review
Lisa OHanahan, CAMP Director spoke about the Camp Program on campus which is a federally funded grant. Their mission is to serve the underserved, migrant population. To qualify for the program students must be a US citizen, or Permanent Resident and a college freshman. These students are first generation college students, low-income, many students are first or second generation U.S. Citizens. The program allows 45 students every year into the program, 15 commuters and 30 dorm students. Lisa stated that they help them to be successful academically with tutoring and transitioning into a 4-year college along with any other needs. CAMP started in 2001 at Crowder College, and is submitted their 5th grant proposal January 2021.
President’s Update
Dr Coltharp introduced Melissa Smith to the group and her accomplishments that they are tackling at Joplin ATTC. Melissa said that in November they offered 8 different types of training at the ATTC. Melissa said they are building the quality of training that they offer rather than the quantity.
Dr Coltharp introduced Jim Cullumber, Director of the Foundation. Jim spoke about the Festival of Wreaths that took place November 10, 2020 at the Neosho Campus. The Foundation was able to raise more net than last year. They had more bidders online due to COVID and fewer people in attendance. Jim spoke about a new movement called Giving Tuesday which is the Tuesday that is after Black Friday and Cyber Monday. The foundation was able to collected more than $3,600.00 in donations and more than 2/3 was from the Crowder College Family.
Dr Coltharp introduced VP Slinkard to speak about the CDC guidelines on COVID 19. The 14- days quarantine is still a CDC recommendation; however, the CDC now has identified two acceptable alternatives to the 14-day quarantine. The two alternatives will shorten the quarantine to either 10 days or 7 days depending on symptoms and testing. The COVID Response team has discussed how they will implement the alternatives from the CDC and will also take recommendation from the local Health Departments. The new guidelines would start on January 4, 2021.
Dr Coltharp said this week is finals week and tonight the kids have their late-night breakfast that is a tradition on campus. Tomorrow Great Western Dining is going to provide a lunch for all employees. As a reminder there is no Graduation this Saturday, but there will be a video that will be streamed for all students. December 14 the state nursing board will be doing an online visit with our Nursing program. All Staff Day will be January 7, 2021, this will be virtual. Dr Coltharp stated we have 2 board positions open that we will be discussing in January.

Mr. Wood reminded the Board of Trustees Members that the next regularly scheduled Board Meeting would be ZOOMED and held on Monday, January 25, 2021 at 10:00 a.m. With no further business, he declared the meeting adjourned at 11:58p.m.
