MINUTES OF THE MEETING OF THE
BOARD OF TRUSTEES OF THE COMMUNITY COLLEGE DISTRICT
OF NEWTON-McDONALD COUNTIES, MISSOURI
April 26, 2021
There being a quorum present, the meeting of the Crowder College Board of Trustees of the Community College District of Newton-McDonald Counties, Missouri, was called to order by Board Chair, Mr. Andy Wood, at 10:09 am. on Monday, April 26, 2021, in Classroom 219 at the Nevada Campus.

A few moments of silence were observed to prepare for the meeting. New Employees were introduced and welcomed to the Crowder Family.
Minutes of Previous Meetings
Minutes of the March 30, regular meeting minutes were approved as written and previously distributed. Minutes of the March 30, Closed session meeting minutes were approved as written and previously distributed.
Financial Reports
Mr. Wood noted the monthly cash flow statement. Dr. Coltharp reviewed the checks written, selecting various checks on each page to point out. Board Members asked questions associated with various bills in the report. Mr. Wood noted two sets of checks needing approval for March 8 – March 31 and April 1 – April 9, 2021 Checks in the amount of $888,625.75 and $294,443.65 were approved ON MOTION by Diane Andris, seconded by Al Chapman, and unanimously carried. The remainder of the current fund balances, agency accounts, statement of revenues and expenses, and reserves were reviewed.
Personnel
Dr. Coltharp recommended approval of the Employment of Donya Pendergraft, SSS Academic Coordinator-Cassville and David Kirsch, Sociology Instructor. A MOTION to approve their employment was made by Diane Andris, seconded by Larry Vancuren and unanimously carried
Dr. Coltharp recommended approval of the following Resignation of Cameron Lopez, Administrative Assistant and Elizabeth Reed, Nursing Instructor. A MOTION to approve resignations with thanks for their service was made by Vickie Barnes, seconded by Rick Butler and unanimously carried.
Dr Coltharp recommended approval of the following retirement of Kristi Enloe, Accounts Payable Accountant and Rella Jefferies, Mathematics Instructor. A MOTION to approve his retirement with thanks for his service was made by Vickie Barnes, seconded by Al Chapman and unanimously carried.
Contract Renewals 2021-2022
The Board Reviewed the contract Renewals for the 2021-2022 fiscal year. A MOTION to approve the Contract Renewals for 2021-2022 made by Larry Vancuren, seconded by Al Chapman and unanimously carried.
Budget Draft for FY 2022
Vice President Amy Rand presented the budget recommendation for the fiscal year 2021-2022. Ms Rand stated that the property tax will be a one percent increase from prior year. Tuition and fees at the 2021-2022 approved rates with flat enrollment, and housing and meal plans at the 2021-2022 approved rates with the same occupancy level as 2020-2021. The State appropriations at the DHEWD 2021-2022 budgeted amount and PELL amount of $6,500,000.00. For the expenses approximately a 2-3% increase on average for permanent full time and permanent part time employees. Classified staff positions were also increased to meet minimum wage requirements. Faculty, professional staff, and administration did not receive any raise for the 2020-2021 fiscal year. State withholding allowance of $600,000.00 and our Health insurance contingency of approximately $600,000.00 with a PELL amount of $6,500,000.00.
Lee Library Program Review
Eric Deatherage presented about the Lee Library. The Library currently has 3 librarians and 1 library assistant (part-time). The Library offers various programs, web based and face-to-face sessions. The library is constantly modernizing and evolving as a necessity of modern usability. Modernized technology is expensive but is becoming more considerable due to cancelation of old technology.
Microbiology Student Group Review
Four students who are currently enrolled in the Microbiology class at the Nevada Campus presented information about their class. Each student introduced themselves and their plans of what they plan to do following their graduation from Crowder College and their current program. The class is designed to help students apply what they are learning to real world experience and their future career.
Presidents Update
Dr Coltharp spoke about our accreditation from Nursing, and it was approved. Crowder will not have another visit until 2026.
Executive council is currently conducting student and employee focus groups at various campuses.
Dr Coltharp thanked Tiffany Slinkard and Jamie Ward for their involvement with the COVID tracking of students and employees. Dr Coltharp stated that we will continue to monitor numbers with students and employees. This summer we will welcome back the Trio students to campus. Dr Coltharp stated that they hope that masks can be optional in the fall if COVID numbers continue to stay low.
Eggs and Issues will be at Crowder May 18, 2021. This is a Chamber event that is held at the Neosho Campus.
Dr Coltharp had Jim Cullumber give a quick update on the foundation. Jim proceeded to speak about how the foundation was able to survive during the pandemic.
Cindy Brown and Tiff Slinkard updated everyone on graduation for this year. Graduation will be May 7th and May 8th at the Crowder College campus. Currently there are over 230 students signed up for the walk-through graduation and they expect that number to grow over the week.

Mr. Wood reminded the Board of Trustees Members that the next regularly scheduled Board Meeting will be held on Monday, May 24, 2021 at 10:00 am at the Neosho Campus. With no further business, he declared the meeting adjourned at 12:33pm.
