HUMAN RESOURCES DIRECTOR
DEFINITION
To plan, direct, coordinate, and implement the activities of a comprehensive municipal human resources department including administration of all human resources functions including: recruitment, testing, selection, compensation and benefits, training and development, workers’ compensation, and employee counseling and employee relations.
SUPERVISION RECEIVED AND EXERCISED
Reports to the City Manager. Exercises supervision over Human Resources staff.
EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES—Important responsibilities and duties may include, but are not limited to, the following:
Essential Responsibilities and Duties
- Recruits, interviews, administers tests, performs reference and background checks, evaluates applicants’ qualifications, and makes hiring recommendations.
- Establishes the department’s priorities, goals, and objectives through collaboration and consultation with City Manager, City Attorneys, and management staff.
- Plans and conducts new employee orientations.
- Analyzes and administers benefits plans and policies; develops recommendations and requests for proposals for new benefit plans; negotiates new plan contracts and coordinates implementation and administration of such plans.
- Investigates workers’ compensation injuries and prepares reports for insurance carriers.
- Prepares and monitors department’s annual budget.
- Develops policies, procedures, and priorities to meet established goals and objectives.
- Ensures City compliance with regulatory standards concerning human resource management and employment practices; prepares and submits reports required by outside agencies.
- Develops position descriptions.
- Conducts salary surveys within defined labor markets; develops salary ranges.
Other Important Responsibilities and Duties
- Ensures status changes and performance appraisals are completed, submitted, and received in a timely manner.
- Oversees Human Resources department’s payroll related duties.
- Represents the City at various professional and public meetings.
- Maintains current knowledge of trends and developments in human resource management and regulations governing employment practices for possible application to City programs and functions.
- Performs other duties as assigned.
QUALIFICATIONS
Knowledge of:
- The principles and practices of recruitment, testing, classification, compensation, training, and benefits.
- The methods and theories of personnel management and employee relations.
- Federal and state legislation, court decisions, administrative rulings, and other matters as related to current personnel administration and associated activities.
- Civil rights and labor laws.
- The principals, practices, and procedures of employee supervision, evaluation and training.
Ability to:
- Supervise, train, and evaluate professional, technical, and supervisory positions.
- Delegate authority and responsibility.
- Conduct a continuous review and analysis of new programs and techniques in the field of personnel administration for possible City application.
- Analyze recommendations in classification, recruiting, training, benefits, and management policies.
- Direct studies of major personnel problems and concerns affecting City employees and recommend changes in City policies and programs.
- Establish and maintain effective working relationships with the City Manager, other department heads, subordinates, elected officials, and the general public.
- Enter data or information into a terminal, PC, or other keyboard device.
- Prepare clear and concise administrative and financial reports.
- Communicate clearly and concisely, both orally and in writing.
EXPERIENCE AND TRAINING GUIDELINES
Bachelor’s Degree from an accredited college or university in Human Resource Management, Labor Studies/Relations, Public Administration required:
Master’s degree preferred.A minimum of five years progressively responsible experience in human resources administration, three of which shall be in a supervisory or managerial capacity to include experience or training in labor law, training and development, probable cause determination, benefits administration, workers’ compensation; or an equivalent combination of education, training, and experience.

WORKING CONDITIONS
Environmental Conditions
Work is performed in an office setting amid normal conditions of dust, odors, fumes, and noises and involves public contact.
Physical Conditions
Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting, standing, and walking for prolonged periods of time.
Tools and Equipment
Computer, calculator, copier, printer and phone.
Miscellaneous Requirements
- Will be subject to background investigation and possible consumer credit reporting investigation.
- Must successfully complete pre-employment substance abuse testing.
- Will be subject to random substance abuse testing.
