The City has had a tremendous increase in cats running at large and what appears to be feral cats being picked up. We do not have a detention area for cats, so they are taken to the Joplin Humane Society. The charge to the City for each cat is $55
This money is really paid by each of us, as it is from the budget that is funded by tax dollars. We ask that you try and keep you cats in your custody and care, but we are also realistic and know cats occasionally get out on their own. Please spay and neuter so that your cat does not add to the problems we are experiencing. I will add the leashing requirements to this post.
A. It shall be unlawful for the owner of any dog, cat or other animal kept within the City to permit such animal to run at large.
B. For the purpose of this Chapter, every dog, cat or other animal when on any private property, street, alley or other public place or property in the City of Carl Junction, which is not attached to a leash, the other end of which is securely held by a competent person, shall be deemed running at large.
C. Provided however, that a dog, cat or other animal bearing an identification tag containing the name and address of its owner and a current City license tag securely fastened to a collar about the neck of such animal may remain in an enclosure on the property of its owner without leash or other confinement.
D. Electronic training collars are an acceptable means of meeting the aforementioned Code requirement in City parks if the animal is at all times responsive to the owner's command; however, such training collars are unacceptable in City parks when organized activities such as the "Bluegrass Festival", the "Summer Classic", and sporting events are underway.
E. It shall be unlawful for the owner of any dog, cat or other animal kept within the City to use tethering as the primary means of retaining an animal. Tethering of any animal shall not be permitted between the hours of 10:00 P.M. and 6:00 A.M.
