48-year-old Noel man charged with molestation, rape after librarians spot him making out with 14-year-old

A 48-year-old Noel man was arrested for lewd molestation and rape in the second degree after the staff at the Miami Public Library spotted him making out with a 14-year-old girl between book shelves.

The Miami Police Department investigation indicated Chad Laverne Laughlin and the girl had exchanged 10,000 text messages with the girl between April and June.

Laughlin told the police he believed she was 17 at first, but the text messages included Laughlin telling the girl that though he was 47 and she was 13 (at the time), they could emigrate to Israel where 14 is the legal age.

According to the Miami News-Record account, the investigation uncovered meetings between the two at the library, outside the Rue 21 store and behind a building near Will Rogers Middle School.

Laughlin's communications with the girl included photos of his sex organ and video of him masturbating.
