1. COUNCIL BILL NO.  2014-259 - AN ORDINANCE providing for the vacation of a 50-foot wide public street right-of-way platted as E Street, located between 420 and 610 North Schifferdecker Avenue, in the City of Joplin, Jasper County, Missouri. (Requested by 5 Star Charters. Planning and Zoning recommend approval).

1. RESOLUTION NO. 2014-009 – A RESOLUTION stating the intent of the City of Joplin, Missouri, to seek funding through the Hazard Mitigation Grant Program; authorizing the Mayor to pursue activities in an attempt to secure funding; designating City Manager as Project Manager

2. RESOLUTION NO. 2014-011–A RESOLUTION recognizing Larry Kohler upon his retirement from active service as a Laborer I within the City of Joplin, Public Works      Department.

3. RESOLUTION NO. 2014-012 - A RESOLUTION authorizing the filing of a One Year   Action Plan with the U.S Department of Housing and Urban Development as required for use of the City of Joplin’s Community Development Block Grant Program (Entitlement) and the Joplin Consortium HOME Investment Partnership Program for fiscal year 2014; and authorizing the Interim City Manager to execute said Plan for and on behalf of the City of Joplin.
                                                           
Ordinances – Emergency

 1. COUNCIL BILL NO.  2014-013 - AN ORDINANCE approving and authorizing payment into the Circuit Court of Jasper County, Missouri, the amount of the Commissioners’ Award and Commissioners’ Fees in the case styled City of Joplin, Missouri v. Randal A. Kraft and Shelly A. Kraft, et al, Case No. 14AO-CC00088, from the Capital Improvement Sales Tax Fund, Account No. 145-4565-520-8105, Project No. TG-0522, to complete the acquisition of right-of-way across property located at 2001 Wisconsin, in Joplin, Jasper County, Missouri; and containing an emergency clause.

2. COUNCIL BILL NO. 2014-014 - AN ORDINANCE submitting to the electors of the City of Joplin, at a Special Election on Tuesday, August 5, 2014, the question of whether the City shall extend a Capital Improvements Sales Tax of three-eighths (3/8ths) of one percent (1%) for a period of ten (10) years for the purpose of funding capital improvements, prescribing a form of Ballot thereof, and containing an emergency clause.

3. COUNCIL BILL NO. 2014-015 - AN ORDINANCE terminating a Lease Agreement by and between the City of Joplin, Missouri, a Municipal corporation, and WLD Suarez Baseball, LLC, dealing generally with the lease of the land and improvements of the Joe Becker Stadium pursuant to the terms thereof, and, approving a new lease between the City of Joplin and PRO BASEBALL MANAGEMENT, LLC, dealing generally with the lease of the Joe Becker Stadium, to accommodate the location of a professional baseball team; authorizing the City Manager to execute said Lease Agreement by and on behalf of the City of Joplin, Missouri, and containing an emergency clause.

4. COUNCIL BILL NO.  2014-016 - AN ORDINANCE approving an Agreement between the City of Joplin and The Mercer Group, Inc., to provide services related to the search for a new city manager; authorizing the Interim City Manager to execute the same by and on behalf of the City of Joplin, Missouri; 
5. COUNCIL BILL NO. 2014-122-AN ORDINANCE approving the Voluntary Buyout Policy from the State Emergency Management Agency for the acquisition of specific flood prone properties in the City of Joplin; authorizing the acceptance of a Grant from FEMA; and, containing an emergency clause.

6. COUNCIL BILL NO. 2014-133 - AN ORDINANCE approving the purchase of right of way from property at 1101 E. 20th Street, consisting of all of Lots Numbered One Hundred Eighty-Four (184), One Hundred Eighty-Five (185) and One Hundred Eighty-Six (186) in Campbell’s Sixth Addition to the City of Joplin, Jasper County, Missouri; and authorizing the payment of Eighty Thousand and 00/100 dollars ($80,000.00) and containing an emergency clause.

7. COUNCIL BILL NO. 2014-134 - AN ORDINANCE approving by and between the City of Joplin and Olsson Associates of an amendment to a Consultant Agreement.  The amendment is not to exceed amount of One Hundred Fourteen Thousand Three Hundred Eighty Six and no/100 ($114,386.00) for land & easement acquisition services and construction phase services for the Regional Detention Basin-32nd St to 28th St. between Mississippi Ave. and Arizona Ave. and authorizing the Director of Public Works to execute said Agreement; and containing an emergency clause.

8. COUNCIL BILL NO. 2014-135 - AN ORDINANCE approving by and between the City of Joplin and Anderson Engineering Inc. an Agreement for design services for the New Culvert System near 26th & Michigan Ave., not to exceed Nine Thousand Two Hundred Dollars and No/100 Dollars ($9,200.00) and authorizing the Director of Public Works to execute said Agreement; and containing an emergency clause.

9. COUNCIL BILL NO. 2014-136 - AN ORDINANCE approving an agreement by and between the City of Joplin and Allgeier Martin & Associates to provide professional services for the surveying and civil engineering services, not to exceed Fifty Two Thousand Five Hundred and No/100 Dollars ($52,500.00) and authorizing the Director of Public Works to execute said Agreement; and containing an emergency clause.

1.Vote to go into closed session, which shall pertain to the hiring, firing, disciplining, or promotion of an employee or particular employees of a governmental body involving personal information as set forth in Section 610.021(3) RSMo, as amended, 2013, more specifically for the purpose of evaluating certain Council employees.  This meeting, record, and vote to be closed to the extent provided by law. The City Council shall adjourn at the end of the session.
