The Highway Patrol arrested a Carthage man this afternoon in Camden County on a felony driving while intoxicated charge.
According to the report, Joseph C. Kowalski, 52, was charged as an "aggravated offender." Kowalski was also cited for speeding, traveling 86 miles per hour in a 65 mile per hour zone.
